　　——定州市妇联会文明生态庭院创建活动经验材料

　根据保定市妇联指示精神和我市文明生态村建设要求，我

　　们定州市妇联结合本部门工作特点和我市农村妇女的实际情况，在广大农村广泛开展了文明生态庭院创建活动，目前，创建文明生态庭院示范村30个，示范街300个，市级文明生态庭院示范户8000户，乡级文明生态庭院20xx0户，庭院经济创收100多万元，创建活动多次受到市领导的表扬，受到群众的欢迎，现将活动开展情况汇报如下。

　　一、认识到位，领导重视。

　　“巾帼文明生态庭院”创建活动是创建文明生态村的重要

　　组成部分，是统筹城乡经济发展的客观要求，是农村“三个文明”一起抓的有效载体，广大农村妇女在“三个文明”建设中起着举足轻重的作用。我市妇联充分认识到这项工作的重要性和紧迫性，并站在促进妇女发展，全面建设小康社会的高度，加强了对此项工作的领导。一是成立文明生态庭院创建活动领导小组。专门负责庭院建设工作，并确立了一把手负总责责任制，在文明生态庭院创建活动方案的制定过程中，杨主席亲自把关，制定了庭院创建达标9条标准和三种类别并将庭院经济、遵纪守法等内容列入庭院创建目标。二是争取市委和上级领导的支持。在文明生态庭院实施方案的谋划制定、现场会的召开和具体创建活动中，我们积极向我市主管文明生态村建设的市委副书记闫兰申同志汇报，积极献言献策，争取领导的支持。闫书记就方案的制定拿了意见，同时在下乡指导文明生态村工作中多次提到开展文明生态庭院活动的重要性，有效地促进了活动开展。同时，通过我们的积极运作，此项工作得到市委、市政府的高度重视，并将此项活动纳入全市文明生态村创建活动总体规划中。在10月份，市委、市政府召开全市文明生态村建设会议时，各乡镇办妇联主席也列为参会人员，会上对文明生态村和文明生态庭院创建工作进行了统一安排部署，各乡镇办妇联主席参加市委组织的会议这在妇联历史上还是第一次。将文明生态庭院创建作为市委四大班子下乡督导文明生态村建设的一项重要内容。三是与市直各部门搞好协调，推行手拉手包乡包户制，通过捐资捐物协助各试点村的文明生态庭院创建达标。目前，市直部门捐助文明生态庭院创建工作合计56000元。

　　二、组织到位，行动迅速。

　　方案制定后，我们马上向基层下发通知，进行了安排部署。

　　第一，在全市范围进行大力宣传，营造创建活动的浓厚氛

　　围。一是开好三个会，即各乡镇办妇联主席参加的例会，各村妇代会主任会议和妇女小组长、妇女骨干三个层次的会议，层层传达文明生态庭院创建内容和创建意义，为活动开展打下了组织基础。二是利用村喇叭、板报、宣传车、张贴标语等形式进行广泛宣传，使创建活动深入人心。三是利用各乡文艺队，把创建内容排练成通俗易懂、脍炙人口的节目进行宣传，将全市农村妇女的精神劲头统一到创建活动中来，为创建活动的开展营造了良好氛围。

　　第二选树典型，以点带面。方案制定后，我们立即行动，选树了清风店镇、明月店镇、东亭镇、大辛庄镇等镇的4个试点村，并多次下乡进行督导，同时与试点村所在乡镇、村的主要领导搞好沟通，在他们的支持下共同做好了试点村文明庭院建设工作。同时，发挥各村妇代会主任、妇女小组长和女能人的作用，让她们以身作则，带动周围群众积极参与。

　　第三稳步推进，有序开展。为了推动全市文明生态庭院创建活动的深入开展，我们于10月份在清风店镇召开了由25个乡镇办妇联主席、28个文明生态村试点村妇代会主任参加的定州市文明生态庭院创建推进现场会，并参观了清风店镇清东街的文明生态庭院建设。保定市妇联主席姚主席到我市指导工作时，参观了清东街的文明生态庭院建设，并对该村的创建活动给予了充分肯定。现场会后，我们在全市开展了“巾帼文明生态庭院创建活动突击周”活动，在全市家庭开展一次彻底的大扫除活动，我们还利用一周时间带电视台下乡对突击周活动开展情况进行了明察暗访，确保了活动成效。突击周活动的开展，将我市农村文明生态庭院创建活动推向了新高潮。

　　三、措施到位，确保成效。

　　为了确保文明生态庭院创建活动落到实处，我们强化了五

　　项措施，一是加强领导。在各村都成立了以支部副书记为组长，以妇代会牵头的创建活动领导小组，小组吸收妇女小组长和妇女群众代表等参加，负责文明生态庭院的督导、检查、评比，领导小组还制定了近、中、长期创建目标，采取不定期检查和更换流动牌的方式对创建活动进行督导，并明确了到20xx年全市文明生态庭院全部达标的目标。二是加强学习培训。我们通过召开例会、专项会议和全市妇联干部培训会等对全市妇女进行了文明生态庭院知识培训，并以各乡镇办为单位组织了互看互学参观活动，全市共组织1万余名妇女进行了参观。三是实施挂牌动态管理。对确立的文明生态庭院示范户，按一、二、三类庭院标准，进行建档、挂牌，实行规范化管理，通过定期检查，群众监督，更换流动牌，激励农户争创积极性。四是落实三级分包责任制。实行市、乡、村三级妇联分包责任制并将任务目标分解至人头，落实目标管理并与年终考核挂钩，增强了大家做好此项工作的责任感和紧迫感。五是建立长效管理机制。牢固树立正确的政绩观，坚决反对形式主义，决不搞“形象工程”和“盆景工程”文明生态的创建，真正做让百姓受益的事。我们要求各村、街要把此项建设作为一项长期工作来抓。为了把好事办好，实事办实，要求各村街成立相应的长效机制，各村对各户分类建档，对达标的户以挂“文明生态庭院”标牌的形式进行规范化动态管理，定期对本村各户进行抽查、评比，对不达标的户立刻摘除文明牌或限期改进，对达标的户及时挂牌，以此鼓励。对于触犯国家法律、法规的户实行一次摘牌，永不挂牌。同时针对各方面工作制定出相应的制度，如：评比制度、检查制度、卫生管理制度、奖惩制度等。活动开展以来，我市妇女在文明生态村建设中成绩显著，出义务工8千人次，捐款2万多元；我市已形成大辛庄镇苗木花卉、号头庄乡奶牛养殖、开元镇蔬菜等庭院经济特色，创经济效益100多万元。100的文明庭院示范户栽种了果树、蔬菜和花卉，达到了“四化”和“五无”标准。
