2010年12月21日，铁道部与辽宁省签署进一步加快辽宁铁路建设发展会议纪要。双方一致表示，在“十一五”省部战略合作取得丰硕成果的基础上，“十二五”期间紧紧抓住科学发展这个主题、加快转变经济发展方式这条主线，进一步深化省部战略合作，完善辽宁铁路网结构，扩大通道能力，提升铁路运输效率和质量，为推进沈阳经济区建设、辽宁沿海经济带开发开放和实施突破辽西北战略提供可靠的运力保障。
辽宁省、铁道部认真贯彻落实党中央、国务院的部署要求，促进辽宁经济社会发展大局出发，不断深化省部战略合作，推动辽宁进入铁路大建设、大发展的历史新时期。
刘志军表示，铁道部将全力支持辽宁新一轮大规模铁路建设，扩大通道能力，力争在“十二五”时期实现辽宁铁路网规模和质量的大幅提升，为推进沈阳经济区建设、辽宁沿海经济带开发开放和突破辽西北战略提供强有力运输保障。
December 21, the Ministry of Railways signed with Liaoning Province to further accelerate the development of railway construction in Liaoning province. Both sides agreed , based on the fruitful strategic partnership in "Eleventh Five-Year " period. In "Twelfth five-year" period , both side would firmly grasp the main line of theme of scientific development and accelerating the transformation of economic development method, further deepen the strategic cooperation, improve the structure of railway network in Liaoning province, expand channel capacity, improve efficiency of railway transport and quality, provide reliable protection in order to promote Shenyang Economic Zone, open and develop coastal Liaoning economic zone and implement the breakthrough the northwest Liaoning strategies.
Liaoning Province and the Ministry of Railways conscientiously implement the Party Central Committee and State Council"s deployment requirements, deepen the strategic cooperation, accelerate the pace of railway construction in Liaoning Province, promote Liaoning Province into the new historical period of railway construction and development.
Liu Zhijun said that the Ministry of Railways will fully support a new round of large-scale railway construction in Liaoning to further improve the road network structure and expand channel capacity, in pursuit of achieving major increases of the size and quality in Liaoning railway network in "Twelfth five-year"period , provide reliable protection in order to promote Shenyang Economic Zone, open and develop coastal Liaoning economic zone and implement the breakthrough the northwest Liaoning strategies.
