　 党委书记廉政党课讲稿

　 同志们：

　 党的十八大以来是党风廉政建设和反腐败斗争的新动向。按照党的十八大和十八届二中、三中全会的精神，我们党对如何加强党风廉政建设和反腐败工作，作出了一系列重大决策和重要部署，提出要坚定不移纠治“四风”，毫不手软惩治腐败，坚决遏制腐败蔓延，不断推动党风廉政建设和反腐败斗争向纵深发展。按照区纪委的要求，下面由我给大家讲廉政党课，主要讲以下四个方面的问题：

　 ? ?一是在形势判断上，主要体现在三个依然。当前腐败现象依然多发，滋生腐败的土壤依然存在，反腐败斗争形势依然严峻复杂，这是中央对当前反腐败形势的基本判断。

　 ?二是在目标定位上，主要体现在远近结合。中共中央印发《建立健全惩治和预防腐败体系xxx -2017年工作规划》与我省《实施办法》。按照区纪委九届四次全体会议精神，我局要充分认识推行建设清廉湾里的重要意义，不断增强做好党风廉政建设工作的责任感和紧迫感。扎实推进党风廉政建设和反腐败工作，认真落实中央八项规定，着力解决“四风”问题，切实规范权力运行，让广大干部群众感受到了作风在抓、腐败在查、风气在变。我们的长远目标是建设廉洁政治，努力实现干部清正、部门清廉、政治清明，这也是反腐倡廉建设的最终目标。具体内容上，第一点是要实现党的作风建设深入推进，“四风”问题得到认真治理，党风政风和民风社风有新的好转；第二点是惩治腐败力度进一步加大，纪律约束和法律制裁的警戒作用有效发挥；第三点是预防腐败工作扎实开展，党员干部廉洁自律意识和拒腐防变能力显著增强。

　 ?三是在路径选择上，主要体现在四个方面。第一，要抓好学习教育 ，用理论武装头脑。采取集中学习、个人自学、专题辅导等多种形式，学习党的十八大、十八届二中、三中全会精神、中国特色社会主义理论、党的光辉历史和优良传统、习近平总书记一系列重要讲话，我们要提高思想境界和理论水平，学习照好“理论的镜子”、“历史的镜子”、“法纪的镜子”、“典型的镜子”、“群众的镜子”这“五面镜子”。第二，要着力抓好查摆问题，深入开展批评与自我批评。按照“群众提、自己找、上级点、互相帮”的方法，搞好自我查摆，围绕“四风”问题，进行深刻的党性分析和自我剖析；要“坚持开门搞活动”，广泛深入听取人民群众的意见，主动接受群众监督；要通过网络、微博、民生警务在线等途径，拓宽听取意见的渠道，努力使教育实践活动成为群众支持、群众检验、群众满意的民心工程；要高质量召开民主生活会，积极开展批评与自我批评，做到红红脸、出出汗 、排排毒，真正达到“团结—批评—团结”的目的。第三，要着力抓好整改落实，切实解决存在的突出问题。把解决问题贯穿于教育实践活动的始终，边学边改、边查边改，以改进工作的实际行动取信于民。第四，要着力抓好破解难题，推动局系统工作取得新的发展和进步。以党的路线教育实践活动为动力，紧紧围绕我区“加快绿色发展、建设旅游强区”的战略目标，抓住我局当前工作中的重点难点问题，更加有力地抓好各项工作的巩固提升和创新发展。

　 ?四是在总体要求上，主要体现在强化责任和过程。党风廉政建设和反腐败工作，是全党、全社会的共同责任，是与国家的经济社会建设和国家的发展一体的、紧密联系的，是一个共同的过程。我局党委、支部，要切实履行主体责任。具体到每一个科室，也都要落实好自己的责任，这就是讲要切实强化责任和过程。第一，党的十八大报告提出，要坚持党纪国法面前没有例外，不管涉及什么人，不论权力大小、职位高低，只要触犯了党纪国法，都要严惩不贷，这使人们真实感受到新一届中央领导集体厉行反腐的决心、长期作战的恒心、科学有效反对腐败的信心。纠正“四风”更加趋紧。纠正“四风”伊始，很多同志都错误的认为是刮风，但现在回顾群众路线教育实践活动开展以来的成效，可以看出，国家对反“四风”的力度越来越大，纠正“四风”的工作越抓越紧，而且我相信会持之以恒、坚持不懈的抓下去。当前，社会中人与人的交往正在日渐回归到正常的范围，上级和下级的关系以及各种各样认识问题和处理问题的方式方法，也正日趋简单化。加强作风建设取得的成效，大家有目共睹，人民群众是赞许的、肯定的，我们绝大多数同志也都是欢迎的、支持的。

　 第二，当前不良风气和腐败行为的几种表现。有的同志不注重学习研究，不注重认真思考，头脑不清，方向不明，对形势认识不清，对中央反腐败的决心有怀疑，受惯性思维的影响，认为反腐败、反“四风”，这些都是老大难问题，无法根治，所以还想重复过去的那样一种思路、那样一种做法。还有些同志认为，现在这种高压的态势影响了自己私欲的满足、私利的实现，所以心存抱怨。另外，还有部分同志也看到了当前日益趋紧的形势，自己尽可能地不去做，但是不相信这个事情能长久下来，存在等待观望思想，一有时机又开始故伎重演。对于上级提出的一些要求，推一推、动一动。对于传达贯彻上级文件精神，落实上级文件规定，生搬硬套，甚至是消极怠工。

　 第三，希望大家做忠诚履职、清正廉洁的领导干部。党风廉政建设责任制是推进党风廉政建设和反腐败斗争的总抓手，这其中最重要、最核心的就是责任，目的就是督促各级党政领导班子和领导干部，切实担负起反腐倡廉建设的责任。我们必须清醒地认识到，这是我们不可推卸的重大政治责任。必须牢固树立“不重视反腐倡廉的建设就是不重视党的建设、不坚决执行党风廉政建设责任制就是严重失职”的观念，切实把党风廉政建设责任制中的责任担当起来。要认真履行责任。坚持谁主管谁负责，一级抓一级，层层抓落实。各司其职、各负其责，确保不留空白、不留死角、不留空档。不仅要有责任意识，更要真抓、真管。要严格责任追究。责任追究不是一句空话，是有严格责任追究措施的。作为一名领导干部，仅管好自己是不行的，还要管好自己所负责的单位和部门。希望各科室负责同志间，一定要加强沟通交流，做好工作。总之，希望大家都能担当好责任，履行好职责，齐心协力把我们的工作做好。
