弘扬沂蒙精神实报告

　 当代大学生如何弘扬沂蒙精神、担当社会责任沂蒙精神,就是 "爱党爱军、开拓奋进、艰苦创业、无私奉献”。

　爱党爱军是沂蒙精神的灵魂，展示了沂蒙人民所具有的立场坚定、方向明确、追求执着的崇高政治信仰。爱党爱军已成为一代又一代沂蒙人民坚定不移的思想规范和自觉行动，是沂蒙人民政治本色的根本体现。

　“开拓奋进”概括了沂蒙人民追求进步、改革创新、敢为人先的先进思想意识，是沂蒙精神的永恒主题。临沂的不断发展正是沂蒙人民开拓奋进的结果。

　“艰苦创业”是沂蒙人民的特殊品格，它体现了沂蒙人民不管在什么困难条件下，都能自力更生、坚韧不拔、艰苦奋斗的精神风貌。

　“无私奉献”，概括了沂蒙人民顾全大局、公而忘私、自我牺牲、勇于奉献的价值取向，这是沂蒙精神的核心。沂蒙精神是对历史的总结，也是对未来的展望，更是老一代向让走向未来的一代人传递的精神火把，是一个民族永生的精神财富！ 今天，，首先要思考两个互相联系的问题，即：沂蒙精神是怎样形成的我们应该怎样继承和弘扬沂蒙精神？ 一 沂蒙精神的形成与弘扬沂蒙精神

　 沂蒙精神是在一定的历史条件下形成和发展起来的。临沂有着悠久的历史文化传统，这对于沂蒙精神的形成会有影响。但是，我们所讲的沂蒙精神，是在抗日战争和解放战争时期形成的革命精神，是在党的领导下争取民族独立和人民解放的历史进程中形成的光荣传统。我们都知道，沂蒙山区是著名的革命老区。1938年，党中央根据抗日战争形势发展，指示建立沂蒙抗日根据地。1939年，八路军一一五师挺进山东，到达沂蒙山区之后，山东党、政、军机关，华东局、华东军区机关相继在沂蒙山区建立；刘少奇、陈毅、罗荣桓、徐向前、粟裕等老一辈无产阶级革命家都曾经在这里工作、战斗过。当时的沂蒙山区成了山东乃至华东地区的政治、军事、文化中心。这样的历史背景，这样的历史实践，就是沂蒙精神形成和发展的源泉。

　 从这样一个基本的事实出发，我们可以注意到，沂蒙精神首先是在中国共产党和党领导的人民军队一心一意为民族解放、全心全意为人民服务的模范行为的感染下，逐步形成和发展起来的。我们党从诞生之日起，就确立了为中国工人阶级和广大人民而奋斗的纲领，经过大革命时期、十年土地革命时期，在抗日战争时期提出了全心全意为人民服务的根本宗旨。八路军一一五师是从井冈山走出来，在延安组建的一支精锐部队。在他们身上体现的老红军本色和井冈山精神、延安精神，给沂蒙抗日根据地带来了全新的景象，给这里悠久的传统文化和质朴民风注入了新的活力。这是沂蒙精神的基本来源。

　 同样，从这样的基本事实出发，我们应该看到，沂蒙精神是沂蒙抗日根据地的人民通过自觉的模范行动展现出来的。临沂市委提供给我的材料告诉我们，在革命战争年代，饱受“三座大山”压迫之苦、对新生活充满强烈向往的沂蒙儿女，在党的领导下，以极大的热情和崇高的精神，积极参军参战，碾小米、做军鞋、送弹药、抬担架，全区460万人中有20多万参军入伍，100多万人参战支前，6万多革命烈士牺牲在这片土地上。涌现出了同仇敌忾与日寇血战到底的著名"抗日楷模村"渊子崖，用乳汁救伤员的"红嫂"，支前模范"沂蒙六姐妹"等大批先进典型。党的培育，血与火革命战争的洗礼，在长期的革命实践中，沂蒙人民逐渐形成了坚信党的领导、热爱人民军队、为共产主义事业奋斗不息的政治信仰；自强不息、坚忍不拔、团结奋进的精神风貌；顾全大局、勇于奉献、自我牺牲的价值观念。沂蒙人民在革命实践中形成的政治觉悟，无疑是沂蒙精神形成和发展的主要来源。

　 今年是八路军一一五师挺进山东，建立沂蒙抗日根据地周年，也是建国周年。为了继承发扬优良传统，繁荣发展先进文化，发挥沂蒙精神的巨大推动作用，进一步，临沂决定开展弘扬、宣传沂蒙精神活动，是很有意义的事。

　 作为新时期的大学生我们应该怎样继承和弘扬沂蒙精神呢？ 首先，要看到，沂蒙精神是不断与时俱进的。要继承和弘扬沂蒙精神，必须以新的实践为基础给沂蒙精神赋以新的内容。我的了解中，沂蒙精神这一宝贵的精神财富虽然诞生于战争年代，但是在和平建设时期仍在不断发展着。临沂市委提供给我的材料说，新中国成立后，沂蒙人民面对贫困的生产生活条件，积极响应党的号召，愚公移山，艰苦创业，向愚昧和贫困宣战，为了修建水库，有40万农民舍弃了自己的家园。并勒紧腰带，省下粮食支援国家，支援灾区。沂蒙人民靠沂蒙精神，艰苦奋斗，极大地改变了生产生活条件，成为60年代全国农业先进地区之一，涌现出了厉家寨、王家坊前、高家柳沟等先进典型，受到了毛泽东同志的批示表彰。党的十一届三中全会以来，沂蒙人民高举邓小平理论伟大旗帜，继承发扬沂蒙精神，紧紧围绕经济建设这个中心，解放思想、开拓创新，迅速发展经济，于1996年在国务院确定的18个连片扶贫地区中率先实现了整体脱贫，走上了加快发展的道路，涌现出了被江泽民同志称为"了不起"的王廷江，全国先进基层党组织九间棚等一大批改革开放的先进典型。如火如荼的弘扬沂蒙精神的实践，推动着沂蒙精神不断发展完善。沂蒙精神逐渐成为临沂最大的政治优势。新时期如何利用红色资源弘扬沂蒙精红色文化资源是我们党宝贵的精神财富和政治优势，具有独特的教化育人功能。特别是在长期的革命和建设实践中，沂蒙革命老区形成的以“爱党爱军、开拓奋进、艰苦创业、无私奉献”为主要内容的沂蒙精神，与井冈山精神、长征精神、延安精神、西柏坡精神一样，是伟大民族精神的凝炼和升华，是中国共产党人革命精神的重要组成部分，是社会主义核心价值体系在临沂的具体体现，是临沂宝贵的精神财富。作为沂蒙革命老区的重要组成部分，全省四个一类革命老区县之一，莒南县有着非常丰富的红色文化资源。目前，全县现有国家级爱国主义教育基地1处，市级8处，市级以上爱国主义教育基地数量位居全市第一。革命战争年代，中共山东分局、山东省军区和八路军115师司令部长期驻扎在这里，莒南是当时山东党政军指挥中心，被称为山东的“小延安”。这里出现过被誉为“中华抗日第一村” 的渊子崖；中国共产党领导下的第一个省级政权——山东省政府，山东第一个团支部等都诞生在这里所有这些红色资源都传承了沂蒙精神底蕴深厚的内涵。在新时期，如何创新爱国主义教育方式方法，运用这些红色文化资源，大力弘扬沂蒙精神，充分发挥沂蒙精神的导向、教育、激励功能，莒南县进行了一些有益的探索。

　莒南的红色文化资源是开展爱国主义教育和革命传统教育的历史课堂，沂蒙精神是最生动的教材。围绕建设一批主题鲜明、特色突出、感染力强的爱国主义教育基地，莒南县深入挖掘境内丰富的红色文化资源内涵，搭建爱国主义教育平台，丰富教育内容和载体，切实把红色文化资源优势转化为了爱国主义教育优势。一是依托省政府和八路军115师司令部旧址，打造党员领导干部党性教育基地。爱党爱军”是沂蒙精神的灵魂，展示了沂蒙人民所具有的立场坚定、方向明确、追求执着的崇高政治信仰。“无私奉献”概括了沂蒙人民顾全大局、公而忘私、自我牺牲、勇于奉献的价值取向，这是沂蒙精神的核心。自2010年开始，莒南县依托山东省政府和八路军115师司令部旧址，将抗日战争时期的光荣历史进行整合，新建了山东抗日革命根据地纪念馆，在此基础上，开办了红色教育大课堂。

　“开拓奋进”概括了沂蒙人民追求进步、改革创新、敢为人先的先进思想意识，是沂蒙精神的永恒主题。

　“艰苦创业”是沂蒙人民的特殊品格，它体现了沂蒙人民不管在什么困难条件下，都能自力更生、坚韧不拔、艰苦奋斗的精神风貌。莒南县先后在厉家寨、高家柳沟、王家坊前建立了纪念馆，总结了他们组织群众、尊重群众、发扬群众首创精神的群众观，依托这三个纪念馆，打造马克思主义群众观教育基地。三是依托中国首届红色运动会场址，打造革命传统教育基地。责任就是分内应做的事情。也就是承担应当承担的任务，完成应当完成的使命，做好应当做好的工作责任无处不在，存在于每一个角色。父母养儿育女，老师教书育人，医生救死扶伤，工人铺路建桥，军人保家卫国……人在社会中生存，就必然要对自己、对家庭、对企业甚至对祖国承担并履行一定的责任。责任有不同的范畴，家庭责任、职业责任、社会责任、领导责任等等。这些不同范畴的责任，有普遍性的要求，也有特殊性的要求。责任只有轻重之分，而无有无之别。

　 所谓的责任意识，就是清楚明了地知道什么是责任，并自觉、认真地履行社会职责和参加社会活动，把责任转化到行动中去的心理特征。有责任意识，再危险的工作也能减少风险；没有责任意识，再安全的岗位也会出现险情。责任意识强，再大的困难也可以克服；责任意识差，很小的问题也可能酿成大祸。有责任意识的人，受人尊敬，招人喜爱，让人放心。

　 责任是一种发展自我的机遇，是一种发展自我的手段，是一种发展自我份内和不得不做的事情。让我们听从责任的召唤，珍惜自己的每一份责任！为先锋事业发光、发热！

　增强责任意识，首先要树立强烈的工作责任感。责任感是工作态度，是一种品质，更是一种追求：

　第一，加强责任意识教育，不断提升工作自觉性。第二，强化责任履行能力，持续提高工作水平。第三，健全责任管理制度，全面增强制度保障性。第四，完善责任监督机制，继续提升监管能力。

　任何一项决策作出之后，关键是要强化责任抓落实，做到定人员、定岗位、定任务、定时间、定要求，使人人肩上有担子、项项工作有着落。在现实生活中，一些部门的客观条件不相上下，发展思路也大同小异，但发展速度却迥然不同。究其原因，就在于抓落实的力度不一样。少数同志在工作中往往口头承诺多，具体承办少；遇到难题推诿多，破解难题行动少；执行决策计划多，具体落实措施少；开头轰轰烈烈的多，收尾富有成效的少。这就使许多好的发展计划只是停在嘴上、写在纸上、挂在墙上。为了促进工作发展，必须坚决克服那种看似大家都在抓、实则大家都没抓的现象，紧紧抓住“不落实的事”，严肃批评“不落实的人”，让每个人都能精心谋事、潜心干事、专心做事，自觉担负起抓落实的责任。

　愿不愿抓落实，反映的是工作作风的问题；会不会抓落实，反映的则是工作能力的问题。抓落实不能只凭工作热情，还要讲究科学方法，其中的关键是要学会抓具体、具体抓。所谓抓具体，就是结合本地区本部门实际，把总目标细化为具体的子目标，把亟待解决的重点课题分解为一个个看得见、摸得着、操作性强的具体行动方案，找到过河的桥和船。所谓具体抓，就是在抓落实的步骤上不能急功近利，而是坚持一步一个脚印，按照事物发展的内在规律，一环套一环地去落实，逐个解决问题。既善于从大处着眼、又能够从小处入手，在“细”字上做文章、在“小”处上下功夫，落实思路举措尽可能紧贴实际、周详具体
