耦合理论视角下的北京2022年冬奥会与北京城市管理研究

摘 要：为应对2022年冬奥会对北京城市管理提出的挑战，落实北京城市战略定位，运用文献资料法，分析2022年冬奥会对北京城市管理提出的新挑战，基于耦合理论，对2022年冬奥会与《北京城市总体规划（2016—2035年）》（以下简称《新总规》）的正向耦合进行分析，认为2022年冬奥会与《新总规》的正向耦合包括理念耦合、时间耦合、空间耦合、主（客）体耦合。基于以上多重耦合提出北京城市管理的优化策略：将新理念融于北京城市管理理念中;以2022年冬奥会为契机推进北京城市建设;以冰雪资源为纽带，进一步推进北京城乡一体化和京津冀協同发展;以善治思维推动北京城市管理走向城市治理——以期为实现2022年冬奥会举办与北京城市战略定位落实的共赢提供实践启示。

Abstract：In order to cope with the challenges posed by the 2022 Winter Olympics to Beijing’s urban management and implement the strategic positioning of Beijing’s city， this paper sets to analyze the new challenges posed by 2022 Winter Olympics to Beijing’s urban management with literature review， and the coupling relationship between 2022 Winter Olympics and the Beijing Master Plan （2016-2035） （hereinafter referred to as the new Master Plan） based on the coupling theory. It is considered that the positive coupling relationship between Winter Olympics 2022 and the new master plan includes conceptual coupling， temporal coupling， spatial coupling and host （guest） body coupling. Based on the above coupling relations， this paper puts forward the optimization strategies of Beijing urban management： fusing the new concept into Beijing urban management concept; take Winter Olympics 2022 as an opportunity to promote Beijing’s urban construction; take ice and snow resources as a link to further promote the integration of urban and rural areas in Beijing and the coordinated development of Beijing， Tianjin and Hebei; with good governance as the goal， Beijing’s urban management should be promoted to urban governance. The main purpose is to provide practical enlightenment for the realization of the win-win relationship between 2022 Winter Olympics and the implementation of the strategic positioning of Beijing city.

习近平总书记2次视察北京并发表重要讲话，提出建设和管理好首都是国家治理体系和治理能力现代化的重要内容，北京要不断朝着建设国际一流的和谐宜居之都的目标前进。这为北京市政府做好新时期首都工作指明了方向。北京市政府以贯彻落实习近平总书记2.26重要讲话精神为指引，启动了《北京城市总体规划（2016—2035年）》（以下简称《新总规》）编制工作[1]。在此期间，北京获得2022年冬奥会和冬残奥会（以下简称北京2022年冬奥会）主办权，这为北京城市建设带来了重大机遇，也为北京城市管理提出了巨大挑战。如何实施《新总规》，加强北京城市建设，以应对北京2022年冬奥会对北京城市管理提出的挑战，是本研究拟解决的主要问题。
在社会科学研究领域中，把2种或2种以上的系统通过某种条件，使其相互作用和影响的现象，称之为耦合。耦合现象具有以下3个特点：1）不同的系统彼此是相对独立的;2）各子系统之间存在着相互作用和影响;3）各子系统之间及系统内部的要素之间存在着相互作用和影响[2]。当系统之间相互促进时，为正向耦合，某一系统的发展对其他系统的发展具有促进作用，即正外部性。反之，如果系统之间相互制约，则为负向耦合，各系统之间彼此阻碍，产生负外部性。耦合理论对实践的启示主要是尽可能增强系统之间的正外部性，弱化系统之间的负外部性。
