　 全区基层党建工作座谈会讲话

　 同志们：

　 今天安排一天的时间，观摩交流加强基层党建工作的经验做法，研究分析党建工作面临的形势任务，对当前和今后一个时期基层党建有关工作进行安排部署。会议印发了区委《关于全面推行区域化党建工作的实施意见》等3个文件和2个征求意见稿，既有宏观层面制度设计，又有微观层面具体措施，涉及街镇书记、基层干部、普通党员等不同群体，社区、机关事业单位等不同领域。希望大家按照要求，认真抓好贯彻落实。

　 今天上午，大家观摩了城区街道10个社区的党建工作情况。刚才，工人新村**、**街道汇报了加强基层党建工作的经验做法，各有特色，各有亮点，集中反映了近年来全区社区党建工作的成果。通过现场观摩和交流，有几个感受。一是社区面貌有了新变化。各街道对社区基础设施建设真重视、真投入，通过资源整合、择址新建、原址扩建，改造了一批活动阵地，部分场所面貌焕然一新，对服务的支撑功能更加完善。二是工作理念有了新突破。在社区利益多元、需求多样的背景下，以区域化党建为引领，实行多元主体共治，是整合协调资源的重要平台，激发社会活力的基本途径。一些街道坚持共治理念，把驻地单位和社会组织纳入到服务型党组织建设中来，形成了以党组织为核心、自治组织和群众组织为基础、群众广泛参与的服务格局，社区党组织的服务体系更加完善。三是工作推进有了新手段。有些街道积极开展“互联网+”党建探索，通过建立微信群、智慧服务管理平台等，在信息推送、党务公开、联系群众等方面发挥了较好作用，党建信息化水平有了新的提高。

　 在肯定成绩的同时，我们也要清醒地认识到差距和不足。有的社区服务功能不够完善，阵地建设相对滞后、组织活动次数少、党员群众参与率不高，以活动组织群众、凝聚群众的作用发挥不够；社区主体比较单一，社会组织数量少、层次低，参与公益服务少，社区服务体系不够健全；少数村改社区党组织建设相对薄弱，扛不起征地拆迁、化解矛盾等硬任务，党组织的凝聚力、战斗力不强；部分农村党组织服务实力较弱，集体增收打不开局面，个别村党支部换届遗留问题久拖不决，党群干群关系比较紧张。从主观层面讲，部分基层党组织尤其是党组织书记没有把党建工作上升到应有高度，没有以聚精会神的标准抓党建工作，没有把党建作为统揽全局的工作凸显出来。对这些问题，我们要高度重视，采取有效措施，认真加以解决。

　 下面，就做好当前和今后一个时期基层党建工作，讲三点意见：

　 党的十八大以来，习近平总书记对加强党的建设特别是基层党建工作，发表了系列重要讲话，作出许多重要批示，为做好基层党建工作进一步指明了方向，提供了遵循。在全国组织工作会议上，习总书记指出，贯彻党要管党、从严治党方针，必须扎实做好抓基层、打基础的工作，使每个基层党组织都成为坚强战斗堡垒。去年以来，党中央固本强基、大抓基层的鲜明导向更加突出。市县乡党委书记抓基层党建述职评议、整顿软弱涣散基层党组织、选派机关优秀干部到村任职第一书记等重大举措密集出台，充分体现了中央管党治党、重在基础的坚定态度和务实精神。

　 当前，基层出现了许多新情况新变化，基层党建面临不少新课题新任务。在社区，随着经济社会转型发展，社区管理服务格局发生深刻变化，放大了传统社区管理体制的劣势与不足，社区居民日益增长的服务需求与社区党组织服务能力不足之间的矛盾更加凸显。一方面，社区自有资源少、场所阵地小、服务力量不足，社区服务缺少载体支撑、平台支撑和人才支撑；另一方面，社区党组织与驻区单位党的组织关系互不隶属、行政隶属关系互不关联、管理格局条块分割，造成了社区与驻区单位协调沟通难、服务资源优势互补难、党员群众在居住地社区作用发挥难。这些问题迫切需要创新体制机制、理顺条块关系来破解。对村党组织来说，如何加强农村各种组织的引领协调，处理各种利益关系、利益诉求，也提出了新的要求。此外，蓬勃发展的互联网，引发了城乡社会、文化、环境等诸方面的深刻变革，其虚拟性、开放性特征，要求基层党建要把工作形态从有形扩展到无形。如果不重视互联网的利用，党组织不仅会失去现代化的工作手段，而且还会失去联系群众的有效途径，这也是需要我们深入研究、亟待解决的问题。

　 区委十一届八次全会提出，要积极融入省城新一轮发展，对标定位、聚焦发力，在融入“打造四个中心”中加快转型，在加快“建设现代泉城”中把**事业发展推向更高水平。协调推进“打造四个中心”，加快全区转型发展，要靠党的建设来统领，要靠组织工作来保障，尤其需要各级党组织和党员干部把聚精会神抓党建的要求落到实处。面对新的形势和任务，面对新的矛盾和问题，基层党建只能加强、不能削弱，只能改进提高、不能停滞不前。各级党组织要进一步强化抓党建就是抓发展、抓发展必须抓党建的原则意识，强化抓党建出效益、抓党建出政绩、抓党建出动力的产出意识，强化抓不好经济会误大事、抓不好党建会出大事的危机意识，坚持党建工作和中心工作一起谋划、一起部署、一起考核，更好地把党建优势转化为发展优势，把组织活力转化为发展活力，为全区事业新发展提供坚强组织保障。

　 基层党建，重在实抓、重在抓实。要以书记评议年、管理规范年、服务提升年“三年活动”为抓手，落实党建责任、创新党建方法、搭建党建平台、培树党建队伍，全面提升党建工作水平。重点在五个方面下功夫。

　 1、在全面推广区域化党建工作上下功夫。区域化党建工作是以城市街道、社区为基本单元，按照区域统筹的理念，统筹设置基层党组织，统一管理党员队伍，通盘使用党建阵地，以条块结合、资源共享、优势互补、共驻共建为主要特征的党建工作推进机制，对于统筹谋划各领域党建工作，加强区域资源的集约利用，提升基层党组织服务功能具有重要意义。去年以来，工人新村**街道西区社区、**街道等单位开展了区域化党建试点，趟出了路子、创出了经验，得到了省、市组织部门的肯定。下一步，要在全区城区街道全面推广，重点抓好两个方面。一方面，健全组织体系。以街道大工委、社区大党委为主要形式，创新组织设置，打破条块限制，构建“街道大工委—社区大党委—网格党支部—楼院党小组”四个层次组织架构。实行“专职委员+兼职委员”制，把辖区内有一定影响的驻区单位基层党组织负责人，选聘、委任为街道、社区党组织委员会成员，统筹开展区域内党建工作。注重推动基层党组织网络与社会治理网格“两网融合”，根据社会治理网格的建设进度，及时对网格党支部进行调整，做到两者同步建、同步管，双融合、双提升。另一方面，完善运行机制。建立“大工委”“大党委”议事、协商、联动制度，组织区域内党组织和党员积极参与辖区重大事务的民主决策、民主管理、民主监督，实现组织互联、资源互补、活动互动，确保区域化党建工作运行规范、运转高效。街道党工委要担负起统筹推进区域化党建工作的职责，加强对辖区内“两新”组织党的建设和以社区党组织为核心的社区党建工作的领导，牵头协调组织驻区单位参与辖区社会性、群众性、公益性工作。

　 2、在建设素质优良的带头人队伍上下功夫。带头人队伍建设始终是基层党建的首要任务和重中之重，必须长期抓、重点抓。我们各项工作取得新成绩，得益于有一批肯付出、能干事的基层干部队伍，也涌现出**、**、**、**、**、**等一批优秀基层党组织书记。整体上看，全区村、社区党组织书记队伍素质是高的，但也存在能力参差不齐、工作动力不足、后备力量缺乏的问题，需要加强培养、从严管理、整顿提升。

　 一是抓教育。采取集中办班、结对帮扶、外挂锻炼等形式，对基层党组织书记进行政治理论、党务知识、社会治理、公共服务、群众工作等方面的重点培训和集中轮训。加强典型培树，培养一批有一定影响力的社区党组织书记，创出社区带头人培树工作品牌。用好社区书记“先锋论坛”平台，让书记跟着书记学，书记带着书记干，放大典型的示范引领作用。组织后进社区干部到先进社区以干代学，加强实践锻炼。

　 二是抓管理。加强基层组织带头人队伍建设，既要真情关爱，又要严格要求、严格监督、严格管理。有的街镇党委对村居干部管理不到位，称赞表扬多，批评教育少，存在“失之于宽、失之于软”的问题。要以严的标准要求村居干部、严的措施管理村居干部、严的纪律约束村居干部，使他们心有所畏、言有所戒、行有所止。要定职责、定目标、定考核，明确和细化村居书记的职责任务，使村居书记更好地履行职责，发挥带头人作用。要认真落实社区干部绩效考评、分级管理制度。自今年起，区、街两级每年拿出专项资金，用于社区干部差异化绩效补贴，让先进的有光荣感，后进的有危机感，一般的有紧迫感，提高社区干部工作积极性。街道党工委要根据履职情况、群众口碑、上级评判，综合确定社区干部评价等次，考准考实工作实绩，不能搞平均化、“轮流坐庄”。同步建立社区干部动态调整制度，对工作不称职、作风不扎实、群众反映强烈的，进行诫勉或调整。要加大对软弱涣散基层党组织班子的整顿力度，该调整的坚决调整，该充实的予以充实，该撤换的按程序撤换。

　 三是抓培养。加大对基层党组织书记人选的发现和培养力度，打破身份、地域、行业界限，通过上级选派、跟踪培养、群众推荐、跨村居兼职等方式，选拔党性强、能力强、改革意识强、服务意识强的党员担任基层党组织书记。加强村居后备干部队伍储备，按照建设带头人队伍的标准和要求，重点抓好在农村致富带头人、外出务工经商人员、青年农民、复员退伍军人等人员中培养发展党员工作，建立一支数量充足的后备干部队伍。注重加强社区专职党务工作者队伍建设，采取社会化招聘、契约化管理、专业化培训、职业化运作等办法，让热爱党的事业、热心社会工作、热情服务群众的党员担任党务干部，为社区书记储备后备力量。

　 3、在加快发展村居集体经济上下功夫。村改社区，重点是积极稳妥推进集体资产改革。要充分发挥社区党组织在集体资产改革中的领导核心作用，确保党组织对集体经济组织的领导。对完成改制的继续深化完善，强化社区党组织对集体资产运营的监督管理；对未完成改制的，充分考虑群众意愿，结合村居实际，处理好效率与公平的关系，尽快走出符合村居实际、符合群众愿望的集体资产运作路子。两镇农村，重点是集体经济增收。增加村级集体收入，是保障村级组织正常运转的重要物质基础，是加强服务型农村党组织的关键所在。近年来，全区村级集体经济全面提升，“空壳村”数量明显减少，但仍存在产业层次低，产业规模小等问题，有的仍未摆脱“空壳”现状。要大力发展土地流转型、劳务输出型、场所利用型、合作发展型“四型”经济，以推行土地股份合作、农民专业合作为重点，把发展专业技术协会、农民专业合作社、专业服务公司等与发展村级集体经济结合起来，增加集体收益。要充分发挥派驻“第一书记”作用，完善“六位一体”帮扶机制，确保贫困村尽快脱贫致富。今年年底前第一批64个村集体收入要全部达到5万元，基本消除集体收入“空壳村”。2016年，村集体收入全部达到5万元以上。

　 4、在打造为民惠民服务阵地上下功夫。服务场所和阵地是基层党组织形成战斗力的物质基础和重要保障。去年，省委提出城市社区办公服务用房建筑面积不得低于300平方米，要求两年内全部达标，并将其作为对各地基层党建考核的硬指标。截至去年底，全区88个城市社区，有66个社区场所面积未达到300平方米，占比75%。今年以来，各街道把加快推进社区办公服务阵地建设作为工作重点，下大气力加以推进，社区办公服务阵地情况明显改观，但距离全面达标还有较大差距。要继续加大投入，加快建设，确保2016年全面完成任务。

　 社区服务场所建设重点把握好两个方面，一方面要建好。结合区域化党建工作，注重整合相邻社区、驻地单位党建阵地资源，打造功能各异、配套完善的服务平台，实现区域党建资源共建共享。抓住我区全面实施“四旧改造”的机遇，积极争取规划、房管、城建、城管等部门和开发建设单位支持，采取资产置换、购买租赁、配套建设等方式，在老城更新中同步解决场所问题。强化内部挖潜，结合社区实际，采取出租房产回收、原址新建扩建等方式，积极改善社区办公服务条件。另一方面要用好。围绕群众需求设置功能分区，配套服务设施，发挥便民服务、党员活动、文化宣传、信息传播作用，提高综合利用率。积极推动“双向开放”，把社区党员群众服务中心向辖区单位和居民开放，鼓励引导辖区单位把文体设施向社区居民开放，促进区域活动阵地统筹使用、共建共享。

　 5、在构建充满活力的管理服务机制上下功夫。重点抓好四方面工作，一是健全村居民主管理机制。深化“一报四议两公开”工作法，探索推行村居事务听证会、民主恳谈会、党群议事会等做法，使协商更充分、决策更科学。加强农村、村改社区财务管理，严格落实党务居务财务公开制度，严格执行村居干部经济责任审计和离任审计，发现问题，及时处理。鼓励村居结合实际，围绕公共事务管理的基本规则和村民道德的基本要求，制定完善村规民约，组织发动群众开展村民自治。二是深化党员积分管理机制。各街镇结合各自实际设计不同载体，特别要把党员参与组织生活情况作为积分的硬杠杠，对“零分”党员加强批评教育。实行区域党员分片分类管理，对居民党员“直管”、在职党员“双管”、流动党员“共管”、退休党员“协管”，使党员作用发挥从单位封闭式向区域开放式转变，从静态向动态转变，从临时向常态转变。三是健全基层组织服务体系。围绕居民需求，依托党群服务中心等阵地，实现服务内容、服务方式、服务组织多样化。加强社区群体的组织再造，通过开展丰富多彩的组织活动，把游离于组织之外的群众，以兴趣、爱好、志向，吸收到社会团体中来。采取专业服务与志愿服务相结合，有偿、低偿和无偿服务相结合，社区自治组织服务与群团、社会组织服务相结合等方式，引导区域内各方力量共同做好群众工作，实现社区服务长效化。四是创新智慧党建服务管理机制。积极探索“互联网+”在基层党建领域的应用，推行智慧化党建，用好党建工作新资源新手段新模式，推动基层党建智能化规范化科学化，让基层党组织扎根移动互联的土壤。

　 落实主体责任。坚持“书记抓、抓书记”，严格落实党委主体责任，督办落实强化问责。这次会议印发了《街镇党委书记履行基层党建工作责任清单及年度考核办法》，这是街镇书记履职的基本遵循和主要任务，要对照清单，一项一项抓好落实，既要“挂帅”又要“出征”，不能当“甩手掌柜”。要做到“三个到位”：主体责任要到位，要把抓好党建作为最大政绩、作为基本职责，履行好“第一责任人”的责任；示范表率要到位，对重大问题要亲自抓在手上，对重点难点问题要亲自研究解决，对经常出现的问题要解剖麻雀、把握规律，以上率下、示范带动；推动落实要到位，及时研究解决工作推进中的困难和问题，及时发现和总结典型经验，推动基层党组织建设全面进步、全面过硬。分管副书记要充分发挥参谋助手作用，及时了解情况，加强具体指导，真抓严管实干，推动各项任务要求落到实处。

　 实行部门联动。基层党建工作领导小组成员单位要按照各自职能，抓好职责范围内的党建任务。各部门要在抓好部门机关和直属单位党组织建设的同时，加强对分管领域党建工作的领导和指导，特别要推动政策、资金、资源下移，形成关心基层、支持基层的工作合力。要落实好区属单位在职党员双报到制度，进一步拓宽党员直接联系服务群众的渠道，实现在职党员“工作在单位、活动在社区、奉献双岗位”。要引导在职党员发挥个人特长，通过认领服务岗位，开展志愿服务，帮助社区党员群众解决实际困难。各部门要制定好工作方案，做好在职党员的宣传发动工作，定期了解在职党员在社区表现和服务情况，加强考核管理。街道、社区要为在职党员到社区报到创造条件、提供便利，全程监督记实党员在社区日常表现。

　 加强监督考核。认真开展街镇党委书记履行基层党建责任年度考核，强化考核结果运用，形成基层党建工作的约束机制和动力机制。继续开展街镇书记履行基层党建责任双向述职、双向评议、双向考核，既向区委述职、接受上级评议，也向辖区基层党组织书记述职，接受下级评议。探索实行部门单位党委书记党建述职。区委将把党建工作情况作为考察干部的重要内容，作为评价单位工作实绩的重要依据，对有责不担当、措施不得力、工作走偏虚置的，严肃追责问责。

　 同志们，做好新形势下的基层党建工作责任重大、使命光荣。让我们更加紧密地团结在以习近平同志为总书记的党中央周围，认真贯彻落实中央和省市委决策部署，以强烈的政治责任感、良好的精神状态和务实的工作作风，扎实工作、锐意进取、攻坚克难，推动基层党组织建设取得更大成绩，为建设富裕文明和谐幸福新**作出更大贡献！
