      个人形式主义方面存在的问题与整改措施

      主要内容:有心灰意冷的心境,表现在工作上就不那么敬业,凡事只注重形式到了就行,很少关注实际内容和效果。如我分管的专项能力考核鉴定的考评员培训,国家对考评员任职资格是有严格标准的,但要在培训报名时一个一个审查,费时费力,所以就免了这一重要环节,或者使审核流于形式,由于没有严格按国家标准进行考评员资格审查和把关,以至于使许多不符合考评员条件的人员参加了培训,中心花费了大量的人力、物力、财力使考评员培训扎扎实实走了形式,其后果是只要来参加培训的人都能取得考评员证书,而有考评员证书的人不能真真正正参与考评工作。

      具体举措:要进一步务实创新,增强工作实效。认真学习,振奋精神,严格按国家有关职业标准执行。

      学风文风方面存在问题的整改措施。

      1、存在问题:学风不够端正,学用时有脱节;有时写材料重形式弱实效;时有“学而不习”现象,文件资料看一遍了事,对与己无关的资料看个标题就签字。

      2、整改措施:学风文风是一个党风问题。文风关系学风、作风和党风,这不仅是一个方法论的问题,更是一个世界观和党性修养的问题。坚持学用结合,学以致用,带着问题学,学以解决实际问题,经典著作反复学,坚持做读书笔记和写学习心得体会。

     3、整改时限:长期。

      1、存在问题:自己不仅存在形式主义现象,对其抵制也不严、甚至有随波逐流的现象。

      形式主义方面的问题整改措施

     一是解决政治理论学习规范性、系统性不强及理论联系实际不够、学习效果不好的问题。建立并完善学习制度,增强领导班子及中层干部的学习积极性和主动性,并对学习效果进行定期考核。

     二是解决工作作风不扎实,班子成员下基层不够,对推动科研及产业发展缺乏有效思路和措施的问题。制定规范的所领导联系基地及下基层调研工作方案,对基层调研及联系基地进行科研服务的时间、目标、任务、方式及纪律等予以明确,结合全省蚕桑产业发展实际,利用科研成果为基层蚕农解决实际问题。

      形式主义方面。突出表现在:理论学习不系统不深入不持续,运用理论指导实际工作有差距,工作作风不够扎实,调查研究不到位,存在以文件贯彻文件现象。具体表现在:

      1.理论学习形式大于内容,经常以完成任务为先决,缺少认真钻研。因此,在贯彻执行上不能全面到位。

      2.调查研究不实不透,更多的是走马观花,不能沉入基层,工作调研不够不全面,注重于完成量。因此,调查的结果对工作的指导的针对性不强。

      3.工作重形式、轻实效,突出表现在“以会议落实会议,以文件落实文件”,把布置当落实,把开会当执行,对上级精神和部署有机械照搬照套现象,结合单位实际不够,同时解决执行过程中的解决实际问题不够,督促检查不严,使工作得不到较好落实。如在落实专项活动上,更多的是照转文件,自主创新结合实际开展的少。

     其身不正,虽令不行。”三要善于运用手中的权利,不要让形式主义 者得到好处。要多听逆耳之言,闻过则喜。远阿谀奉承之流,亲踏实 工作之人。不以个人好恶来评判师生,把荣誉和实惠给予那些求实之 人。四要尊重师生,不要凌驾于师生之上。管理好学校为师生服务是 领导者的职责,领导和师生同为学校的主人。管理的过程是领导者和 被领导者之间平等互动的过程,广大师生,尤其教师既是管理的客 体,又是管理的主体。作为深受尊敬的人类灵魂的工程师,那种需要 得到尊重的心理很强烈,这就要求在对这个特殊群体进行管理时,必 须放下架子,走下“高台”,平等对话,虚心请教。迎得了师生的支 持,工作才能得到落实,也就为反对形式主义消除了一大思想障碍。

     第二,反对个人主义,完善民主监督。这是反对形式主义的又一 重要手段。要克服形式主义就要先拔掉个人主义这个祸根。邓小平同 志曾说:制度好可以使坏人无法任意横行,制度不好可以使好人无法 做好事。对个人主义既要在思想和行动上加以抵制,还要在制度上给 以限制,通过完善民主监督让个人主义的形式主义失去活动的空间。

     一要完善校务公开制度。增加校务公开的透明度和及时性,克服 一阵风走过场,建立全面长期及时的公开制度。要由“要我公开”变 为“我要公开”,不断提高校务公开的自觉性和公开质量,通过暴光 让其露羞,逼其收敛。

     三要完善职工代表大会制度。充分发挥职代会的监督和调节职 能,增加职代会的次数,及时对校务中的个人主义的形式主义进行纠 正。增大广大教师参加各个委员会的比例,增加各委员会活动的次数 和扩大其权利,学校各部门的重大措施都应经过相关委员会同意通过 方才能有效。通过各委员会的活动协调各方面的关系,诃整各方面的 利益,化解个人和集体的矛盾,弱化个人主义的形式主义的动机。

     13 走与师生相结合的道路,反对实用主义态度。向师生学习, 尊重他们的首创精神,主动接近他们,耐心地倾听他们的想法。要从 师生的需要人手,以已有的措施为线索,去检查措施的落实情况,查 找措施的不足。相信师生,依靠师生,虚心向师生请教。

     把工作制度和领导制度结合起来,从制度上保证调研的科学 性,连续性,主动性。每年抽出至少4 个月的时间去深入师生,探索 规律。

     第四,求真务实,实事求是。内容决定形式,形式依赖于内容。

     在高校管理中内容就是要解决问题,形式就是解决问题的方法。反对 形式主义就要把工作的重点放到实际解决问题上来,以此为出发点安 排一切工作。必须在校内树起求真务实,实事求是的正气,这是和形 式主义根本对立的工作态度和方法,也是反对形式主义的目的所在。

     首先,要树立高度负责的精神。本着为教育事业负责,为学校利 益负责,为师生负责的精神,扎扎实实去作每一件事情,不论是学校 发展的大事,还是师生生活的小事,处理的结果都要经得起时间的考 验。其次,培养务实的校园文化和工作作风。让求真务实,实事求是 思想成为校园文化的主流和各项工作的指导思想。提倡讲实话反对讲 假话虚话。“千人之诺,不如一士之谔谔”。对于说真话的师生首先 14 要保护,保护其说真话的积极性。即使有些问题反映得不够准确全面 客观,只要他们的出发点是好的,态度是端正的,就应予以肯定。提 倡办实事,要重用办实事的人。把办实事作为考核的依据和提拔干部 的标准,让办实事成为通向成功的阶梯。对形式主义者不但要批评谴 责,敢于揭其短,让其感到羞耻,对造成后果的决不姑息养奸,还要 让其承担相应的责任 在全校形成对形式主义人人喊打的氛围,要警 惕不会做事而会处世的人受到重用,让求真务实成为学校的主旋律。

     反对形式主义并不是不要形式,而是要求形式和内容相适应。形 式主义的错误在于没有找到适合内容的形式,反对形式主义就要去研 究合适的形式,开拓创新,创造性地工作。管理的形式要体现出时代 性,把握规律性,还要富于创造性。要本着探索真理追求真理甚至不 惜为真理而献身的精神对工作的形式进行深思改革。

     首先要敢于质疑,对于过去和他人的工作方法要一分为二地评 价,去其弊而用其利,对其形式的可用性进行质疑。其次,善于质疑, 对形式中的问题要有敏锐的敏感度。善于以小见大,准确预测,努力 增强决策的预见性、针对性、主动性。再次,敢于创新,利用新形式。

     求是的思想路线和密切联系群众的工作路线统一起来,把实事求是的精神内核和外在要求注入和贯彻到群众路线教育实践活动的全过程,不能把教育实践活动变为另一种“形式主义”。要做到讲实话、鼓实劲、办实事、求实效,真正把中央的路线方针政策不折不扣地贯彻落实好;把党和人民的利益放在第一位,作为一切工作的出发点和落脚点,真正做到想群众之所想,急群众之所急,解群众之所难。这样,形式主义就失去了存在的基础。?
