　 推动基层党建工作发展的思考

　胡锦涛总书记在全国组织工作会议上强调，以改革创新的精神状态、改革创新的思想作风、改革创新的工作方法，全面加强和改进党的各方面建设。组织部门要成为改革创新思维最活跃、改革创新动力最强、改革创新成果最显著的部门。因此，我们各级基层党务干部和组工干部一定要充分认识大力弘扬改革创新精神的重要性和紧迫性，紧密联系实际，深入开展攻坚创新活动，更加自觉地在改革创新上下功夫，不断开创基层党建工作新局面。因此，关键是要做好以下五方面工作：

　　一、健全落实一个责任制。一是要强化落实责任。各地党委要牢固树立“抓好党建是本职,不抓党建是失职，抓不好党建是不称职”的观念，认真落实基层党建工作责任制，把抓基层党建工作情况纳入各级党委和书记目标管理责任制，工作成效作为年终绩效考核的重要内容。二是要加强督促检查。要认真制定好基层党建目标责任制，经常进行督促检查，做到有计划部署、有检查考核、有评价改进。要落实下级党委向上级党委年度报告党建工作情况、党委常委会向全委会报告工作情况、县乡党委书记向上级党委进行党建工作述职等制度，试行基层党组织书记“双向述职”。三是要健全领导机构。基层党建是一项系统工程，牵涉到许多相关部门，建立健全基层党建工作领导小组，明确成员单位职责，加强对基层党建工作的领导和协调，形成党委领导、组织部门牵头、各司其职、密切配合的局面。

　　二、切实加强两支队伍。一是要加强党务人才队伍建设。从来信来访和基层党建检查的情况来看，很多问题出在党务干部配备不足、有事没人抓，出在党务干部业务不精、工作不实。各地要加大对基层党建工作的投入，重视选拔和培养基层党务人才，保障必要的经费、人力和物力。各县(市、区)组织部直接从事基层党建工作的干部人数要占部机关总人数的30%以上。加强对基层党务干部的岗位培训，每年对乡镇(机关)党务干部进行不少于3天集中培训。健全完善组织员制度，各县(市、区)要按不少于乡镇(街道)总数70%的数量配备专职组织员和90%的乡镇(街道)配备兼职组织员，实行持证上岗，落实相应政治和经济待遇。二是要加强党员队伍建设。从各个层面的座谈中了解到，农村党员不讲党性、不重品行、不作表率的现象比较普遍，基层群众对这些党员很有意见，称之“党员不党员、就差两毛钱”。在这次村级换届中，少数党员不讲党性、不讲团结、不讲组织纪律，搞派性斗争的有之、冲击会场的有之、贿选拉票的有之，给村民群众很不好的印象。各地要从探索党员教育管理新模式出发，广泛开展“向我看齐”活动，加强党员经常性教育，创新党员管理办法，不断提高党员整体形象。

　　三、突出抓好三项重点。一是扎实搞好村级组织换届。根据省、市委的部署要求，今年要把搞好村级组织换届作为当前一项重要政治任务来抓。从前阶段工作来看，各地高度重视、进展顺利、成效明显，但是真正难啃的硬任务还在后头，务必要提高思想认识、切忌松懈麻痹，务必再接再厉、一鼓作气，按时在今年6月底全面完成选举任务。换届基本结束后，各地要按照“核心突出、行为规范、协调高效”的目标，集中开展村级组织规范化建设，全面开展农村基层干部培训，切实加强农村基层基础。二是全面实施“先锋工程”创建活动。省里将研究制定具体的指导性意见，以“先锋工程”为总载体，统筹推进各领域的党建工作。今年7月1日前后，省、市将召开先进表彰会议，全面部署开展“先锋工程”创建活动。各地要根据这一总体安排，认真做好调查研究、先进评选等工作，并结合本地实际制定“先锋工程”的具体实施意见，明确各类基层党组织创建目标，制定创建计划，创新具体措施，扎实推进“先锋工程”创建。三是大力推进党内基层民主建设。这是十七大确定的重大政治课题，也是当前基层党建的重点工作。当前需要重点推进的内容是：尊重党员主体地位，保障党员民主权利，积极推进党务公开；完善党的代表大会制度，实行党的代表大会代表任期制，有条件的县(市、区)和乡镇试行党代会常任制；探索扩大党内基层民主多种实现形式，拓宽党员参与党内事务的渠道，完善重大事务党内征求意见和党内情况通报制度；落实党代表活动保障机制，建立党代表活动的日常机构等。

　　四、积极破解四大难题。要围绕破难勇于创新，抓住当前亟待研究解决的重点难点问题，集中力量进行攻关，努力取得新的突破。当前主要研究解决好以下四个难题：一是要加强流动群体党建工作研究。我市作为一个人口大进大出的城市，流进、流出两者加起来500多万人，集中了大量精英分子和先进分子，是巨大的党建资源宝库，迫切需要加强流动群体党建工作。各地要通过开展专题调研，提出加强流动群体党建工作的指导性意见，探索解决好对协管教育、地域歧视、内源动力和资源整合等问题。流动党员是流动群体的重要部分，是流动群体党建工作的重中之重。各地要重点研究出台政策措施，加强对流动党员的教育、管理和服务，使他们热爱组织、安心创业。二是要加强农村发展党员质量评估体系研究。从重点村和换届信访来看，各地普遍存在农村党员发展方面的问题，主要表现在发展党员小团体化、家族化、矮子化和长期不发展党员等。各地要从落实发展党员“制度链”(推优、预审、公示、票决、预警制)、拓宽发展党员新渠道(可尝试在乡镇党员服务中心发展党员、也可探索在外出优秀人员中发展党员)、建立发展党员质量评估体系、组建发展党员调查员队伍等方面，大胆探索实践，把党员细胞工程做实做好。三是要加强党务工作者职业化研究。结合实施“一村一名大学生”计划，探索加强党务工作者职业化研究，主要特点是：1、有别于现行机关、事业单位党的工作者，不专门设立独立的编制。2、按照公开、公平、公正的原则，全面向高校毕业生和社会公开招聘。制定相应专业标准，经专业资格考试合格后持证上岗。3、制定统一的职级标准，设置若干等级，实行等级管理。4、所需经费列入政府预算，由财政拨款。采用政府购买服务的方式，确保职业化专职党务工作者的收入不低于国家公务员，使专职党务工作者岗位具有足够的吸引力。四是要加强基层党建文化力研究。围绕构筑基层组织文化之魂，以“党建与文化相融合”这一主题，创新有效载体，培育文化较实力，增强对党组织的认同感，发挥凝聚党员、凝聚群众、凝聚社会的功能。
