      下面,我受集团公司党委委托,向大会作党委工作报告。

      一、XX年主要工作情况

      XX年集团公司党委以邓小平理论、“三个代表”重要思想和科学发展观为指导,全面贯彻落实党的十八大、十七届六中全会、市十一次党代会精神,着眼全局抓统筹,立足服务抓党建,围绕中心抓保障,聚焦发展抓建设,突出基层抓基础,以党组织的政治优势、组织优势和群众优势,推动“人文高速、科技高速、绿色高速”建设,为集团公司“十二五”发展规划稳步实施提供了坚强保证。

      注重加强理论武装,深化思想政治建设

      认真贯彻落实《建设学习型领导班子的意见》,结合工作实际,制定学习计划,明确学习内容,落实学习制度,坚持集中学习、个人自学、专题讲座、参观展览等多种形式开展学习。两级党组织中心组成员,通过中央台现场直播观看了党的十八大开幕式,第一时间学习领会党的十八大精神。集中学习全国“两会”精神专家学者解读辅导,举办了学习宣传贯彻市十一次党代会精神报告会,准确把握经济发展形势和趋势,不断增强学习的针对性和实效性。组织参观风清气正扬宗旨反腐倡廉教育影像展览,进一步强化了领导人员拒腐防变的意识。在集团公司党委中心组常规学习的基础上,全年组织专题讲座3次,主题参观1次,通过系统深入地学习,加强了理论武装,深化了思想政治建设。

      注重领导班子建设,提高领导科学发展的能力

      集团公司领导班子围绕制约科学发展的重点问题、广大员工关注的热点问题,深入基层调查研究,广泛征求意见,提出了“推动建管养并重向纵深发展,实现建设、服务、经营、管理并驾齐驱的发展思路”。持续开展“四好”领导班子创建活动,两级领导班子认真贯彻民主集中制,坚持重大问题集体决策。3月份,制定下发了《集团公司中层管理人员管理暂行办法》等七项制度。在领导人员选拔任用工作中,实行民主推荐,严格组织考察,落实票决制,实施试用期管理,进一步提高了选人用人公信度。对运营单位主要领导进行了交流轮换,促进了各单位之间的领导人员交流和管理创新。举办了储备人才脱产培训,对储备人才现实表现进行鉴定,对教育培养和实践锻炼情况进行统计,加强了动态管理。

      注重抓基层打基础,夯实党组织的基础工作

      扎实开展基层组织建设年活动,制定了具体的实施方案,召开大会进行动员部署。进一步完善党务公开八项工作制度,规范了具体工作的标准和流程,聘请了党务公开监督员,深化了党务公开工作。逐级开展党建工作调研,深入挖掘基层鲜活经验,现场指导基层党组织建设,帮助基层解决问题。认真开展基层党组织分类定级、晋位升级工作,有针对性地提出改进提高措施,实现晋位升级。举办了党支部书记脱产培训,基层党支部政工员培训,为每个党支部配发了《怎样当好支部书记》、《支部书记工作方法十谈》等书籍,指导基层党支部有效开展工作,提高了党建规范化水平。根据基层班组党员队伍状况,提出了《加强集团公司基层班组党员队伍建设的意见》。严格落实党员发展程序,不断吸收新鲜血液,全年共发展新党员125人,按期转正140人,全集团党员达到1520人。

      注重经验成果总结,建立健全创先争优长效机制

      认真贯彻落实“领航工程”、“聚力工程”、“先锋工程”。深入开展“创服务品牌、树党员形象”活动,进一步深化党员岗位立功项目“一岗、一区、一车、一段、一组、一台、一站” 的“七个一”工程,通过党员先锋岗、党员责任区、党员巡视车、党员养护路段、党员攻关项目组、党员服务台、党员工作站等载体,为广大党员搭建了平台,让党员在工作岗位上建功立业,进一步彰显了党员的先锋模范作用。召开创先争优活动总结大会,全面系统总结创先争优活动经验,巩固和拓展创先争优活动成果。评选创先争优先进基层党组织20个,优秀共产党员50名,优秀党务工作者5名。制作了《创先争优结硕果》专题片,编印了《我身边的先锋》一书,发到每名党员手中,大力宣传先进事迹,弘扬先进精神,推动了集团公司创先争优活动常态化、长效化。

      注重加强反腐倡廉工作,扎实推进党风廉政建设

      认真贯彻落实党风廉政建设责任制,层层签订廉政目标责任书,进一步完善集团公司党风廉政责任体系。集团公司领导分别带队,对各单位、机关部室落实责任制情况进行考核,切实履行“一岗双责”的工作职责。深入开展反腐倡廉宣传教育,两级领导班子成员认真学习上级关于反腐倡廉会议精神和相关党纪法规。组织参观北京市反腐倡廉教育影像展览,各单位相继开展“书记讲廉政党课”活动;通过“廉洁文化六上”等活动,进一步推进集团公司廉洁理念落地。推进廉政风险防控管理“3+1”体系建设,针对工程建设征地拆迁工作进行调研,围绕重点项目、关键环节实施风险防控,加强了企业内控体系建设,进一步巩固了工作成效。重新修订集团公司“三重一大”决策制度,出台《首发集团贯彻落实“三重一大”决策制度实施办法》,对“三重一大”事项的主要范围、决策主体和权限、决策基本程序、决策事项报备、监督检查与责任追究等内容进行了明确,为“三重一大”决策科学化提供制度保障。围绕科研课题经费使用、固定资产处置、专项工程等重点领域实施效能监察,提出监察建议46条,完善制度54项,实现经济效益万元,切实发挥了效能监察降本增效、促进管理的作用。组织开展对工程建设领域中挂靠借用资质投标、违规出借资质问题的清理工作,参与对在施工程招投标、etC电子标签采购的监督,促进业务工作规范开展。根据市国资委纪委关于对审计移交问题进行信访初核的要求,深入相关企业开展初核工作,配合市国资委案件协查组进行补充调查。根据初核工作情况,集团公司纪委对审计问题涉及的4人进行立案。经集团公司党委会审议批准,给予党纪处分2人,免予党纪处分2人,给予诫勉谈话并扣发绩效薪金6人。坚持对群众来信来访反映问题逐一进行调查核实,做到件件有着落,保证企业和谐稳定。

      注重围绕中心任务,强化精神文明和企业文化建设

      召开了精神文明建设观摩交流会,推出了 “秋子服务”品牌,推动了精细化管理和高水平服务再上新台阶。XX年,集团公司被评为“全国交通系统文明单位”,八达岭路分公司清河收费所被评为“全国交通运输行业文明示范窗口”。开展了第三届企业文化故事讲演活动,累计讲演39场次,讲演人数415人,参加人员达2169人,促进了文化理念的传播和文化自觉的形成。积极参加全市工人宣讲活动,被评为市国资委系统“十佳宣讲团”,展示了集团公司的社会责任。深入开展全员形势任务教育,开展“面对面、心贴心、实打实”的调研活动,引导员工认清形势,帮助员工解决实际问题。举办集团公司与新闻媒体座谈联谊活动,围绕重点工程、节假日和大型活动保障、管理和服务创新等方面组织媒体深入采访,为集团公司持续健康发展营造了良好的舆论氛围。

      注重做好维稳工作,营造和谐的企业环境

      严格落实维护稳定工作责任制,深入开展矛盾纠纷排查。制定印发了《关于对集团公司系统信访维稳工作进行督导的方案》,加强对重点矛盾及稳定工作的督促检查和指导落实。围绕“两会”、“十八大”等重点时期,集中开展不稳定因素排查化解工作。针对“7?21”特大暴雨灾害,集团公司统一部署,积极开展善后安抚工作,及时化解各方面的矛盾,有效控制了事态的发展。针对丰台、朝阳2名因拆迁补偿纠纷的十余次来访,不厌其烦地向来访人解释相关业务情况。XX年,共接待上访人员36批、310人次,接到信访66件次,全部予以答复。

      注重发挥作用,扎实有效开展群团工作

      各级工会组织认真履行职代会职权,组织职工代表听取和审议了集团公司工作报告和厂务公开报告,审议通过了《员工奖惩规定》,选举了集团公司职工董事、职工监事,民主管理得到落实。扎实做好帮扶救助工作,加快职工互助保险推广,积极推进“京卡”互助服务卡办理工作,为7家单位2600余名员工办理4种互助保险,保额30余万元。全年开展冬送温暖、夏送清凉慰问一线员工活动190余次,发放慰问金和慰问品504万元;帮扶救助病困员工和“7?21”受灾员工142人,发送救助金60余万元。紧密围绕中心开展经济技术创新工程、“安康杯”竞赛、创建“工人先锋号”活动。积极发挥职工社团作用,开展了丰富多彩的活动,在北京市一系列文体活动中取得优异成绩,为集团公司争得了荣誉,扩大了影响力。

      共青团组织积极开展“团旗下的我们”主题教育实践活动。5家基层团组织完成换届选举工作,组织一线青年开展心理疏导培训,提升青年团队意识和应对挫折能力。组建集团公司青年志愿者协会,1400余名志愿者开展了志愿服务月、义务植树等活动,在国庆黄金周首个小客车免费通行保障中,连续多日放弃休息,参与保障工作,周到的志愿服务得到了社会的认可,展示了青年风采。参加北京市青年业务技能大赛,并获得三个奖项。组织评选第五届“十佳青年”,引导激励团员青年为集团公司发展贡献力量。

      根据市委、市国资委党委的要求,下面把XX年集团公司中层管理人员选拔任用工作情况向大会作报告。会后还要接受对集团公司中层管理人员选拔任用工作的评议。一年来,集团公司党委严格执行《集团公司中层管理人员管理暂行办法》等七项制度,按照《集团公司中层管理人员选拔任用工作规定》中明确的提名、考察、推荐、公示、任命等程序,通过民主推荐,充实调整了7家单位领导班子、9名中层管理人员,进一步优化了班子结构,中层管理人员队伍建设进一步增强。

      回顾过去一年的工作,我们承受巨大压力,克服重重困难,积极推进工程建设,努力应对“7?21”特大暴雨和“11?3”特大暴雪,全力保障第一个节假日小客车免费通行,认真抓实产业经营,较好地完成了全年工作任务指标。这些成绩的取得,是上级组织正确领导的结果,是各方面大力支持的结果,是集团上下共同努力的结果。在此,我代表集团公司党委向抗击特大自然灾害奋不顾身、冲锋在前、全力抢险的广大党员和员工表示崇高的敬意,向为集团公司发展作出贡献的全体党员和广大员工表示衷心的感谢!

      面对新的形势和任务,我们必须要查找和剖析自身存在的差距和不足。一是各级党组织和广大党员对中国特色社会主义道路的信念要进一步在行动上显现,对高速公路事业发展前景的信心还要进一步增强。二是抓基层打基础的意识还要强化,制度执

     行的自觉性还要加强,党员队伍结构不尽合理,党员管理方式和手段还需要进一步拓展。三是在融入中心加强党建创新方面还要进一步下功夫,在党建品牌的树立和推广上还要深入研究。对于这些问题,我们要结合实际,抓紧研究,提出改进措施。

      二、XX年工作安排

      今年是全面深入贯彻落实党的十八大精神的重要之年,是实施“十二五”规划承上启下的关键一年。XX年集团公司党的工作总的要求是:以邓小平理论、“三个代表”重要思想和科学发展观为指导,深入贯彻落实党的十八大和市十一次党代会精神,以加强党的执政能力建设、先进性和纯洁性建设为主线,坚持把抓基层、打基础摆在更加突出的位置,建设学习型、服务型、创新型党组织,努力把基层党组织的组织资源转化为科学发展资源、组织优势转化为科学发展优势、组织活力转化为科学发展活力,为推动“人文高速、科技高速、绿色高速”建设,实现集团公司“十二五”发展目标,提供坚强的思想保证、政治保证和组织保证。

      XX年,我们要聚精会神地抓好以下七个方面的工作。

      深入贯彻党的十八大精神,增强科学发展指导力

      学习贯彻党的十八大精神是一项长期任务,要学透精神,把握实质,统一思想,融入实际,用十八大精神指导集团公司的科学发展。进一步创新宣传载体和宣传手段,组织开展学习十八大报告和新党章答题、知识竞赛、征文等活动,使学习教育覆盖到各个群体,使十八大精神深入人心。各级领导班子要坚持先学一步、学深一步、学精一步,做到真学、真懂、真信、真用。各级党组织要结合集团公司面临的形势抓好十八大精神的贯彻落实,紧紧围绕推进高速公路投融资体制改革,推进发展方式向高质量、高效益转变,推进运营管理、养护服务和应急保障水平持续提升等重点任务,转变思想,创新思路,谋划发展。通过学习贯彻十八大精神,切实把“十二五”规划目标落实到位,把精细化管理举措落实到位,把党建工作任务落实到位,把破解企业发展难题的措施落实到位。用十八大精神统一思想、凝聚力量,推动发展。

      深化领导班子建设,增强科学发展引领力

      进一步强化制度建设,落实好《集团公司中层管理人员管理暂行办法》等七项制度,推进集团公司中层管理人员管理工作的制度化、规范化、科学化。进一步增强责任意识,各级领导人员要勇于担当、敢于担当、乐于担当,要集中精力研究解决发展改革稳定中的重大问题、员工生产生活中的紧迫问题、党的建设中的突出问题。进一步加强能力建设,继续开展中层管理人员和储备人才培训,加强政治理论、专业技术和现代管理知识的学习,不断提高驾驭企业发展改革、处理各种复杂问题的能力。进一步强化民主集中制,做好重大问题前瞻性、对策性研究。严格遵守党的组织原则和党内政治生活准则,严格执行集团公司“三重一大”决策制度,严格按照程序办事、按照规则办事、按照集体意志办事。进一步增强领导班子的团结,要善于合作共事,班子成员之间要心胸开阔、彼此包容,相互尊重、相互信任,做到思想上合心、工作上合力、行动上合拍。进一步加大领导人员交流力度,着眼于领导班子梯形的年龄结构、合理的专业结构、较高的智能结构、协调的素质结构,努力构建更趋适宜的班子结构。进一步转变工作作风,严格执行中央关于改进工作作风、密切联系群众的八项规定及实施细则和市委及市国资委的实施意见,切实改进文风、会风、学风、工作作风。

      深化基层基础工作,增强科学发展推动力

      按照中央和市委统一部署,认真开展以为民务实清廉为主要内容的党的群众路线教育实践活动。落实党建工作责任制,强化党委管党建、书记抓党建的责任,完善党委统一领导、党群部门牵头协调、有关方面齐抓共管,一级抓一级、层层抓落实的基层党建工作领导体制。各级党组织要努力建设学习型、服务型、创新型党组织,要从健全基本组织、建强基本队伍、开展基本活动、完善基本制度、落实基本保障五个方面着手,打牢党建工作基础。进一步加强党支部书记队伍建设。按照守信念、讲奉献、有本领、重品行的要求,选优训强基层党支部带头人。教育培养党支部书记,努力做到善于学习、甘于奉献、敢于负责,让组织认可、企业欢迎、党员拥护、群众信服。进一步加强党支部建设。基层党支部要从一套制度、一个活动室、一系列活动入手,开展标准化党支部建设,推动党建工作实现精细化。进一步增强党员队伍活力。以增强党性、保持先进性、纯洁性为重点,加强党员队伍建设,认真抓好党员发展工作,提高党员发展质量,增强党员意识,提高党员队伍素质;以落实“三会一课”、党员组织生活会、民主评议党员制度为抓手,健全党员党性定期分析、民主评议等制度,加强和改进党员队伍教育管理;以党代表任期制、党务公开为渠道,积极扩大基层民主,尊重党员主体地位;以党员岗位立功系列活动为载体,健全党员立足岗位创先争优长效机制,激发党员的积极性、主动性和创造性。

      深化党风廉政建设,增强科学发展保障力

      围绕“干部清正”,进一步深化反腐倡廉宣传教育。各级党组织要深入开展政治纪律教育,促使广大党员在思想上政治上行动上同党中央保持高度一致,维护党的集中统一。坚决贯彻中央关于改进工作作风、密切联系群众的八项规定和市委市政府实施意见。认真组织学习党纪条规,贯彻落实《国有企业领导人员廉洁从业若干规定》、《首发集团贯彻落实“三重一大”决策制度实施办法》,增强自觉按照制度履职的责任意识。多种方式开展反腐倡廉宣传教育,增强教育的针对性。依托廉洁文化“四进”载体,通过项目化管理手段,推进集团公司廉洁理念落地工作。

      围绕惩防体系,进一步落实各项制度。根据中央《建立健全惩治和预防腐败体系XX-2017年工作规划》和北京市实施办法,制定集团公司工作规划,指导今后五年反腐倡廉工作的开展。各单位党组织书记、董事长、总经理作为第一责任人,要带头遵守和执行“三重一大”制度,领导班子要按照议事规则决策相关事项,坚决杜绝违反程序决策“三重一大”事项的情况发生。各级管理人员要按照职责,严格落实集团公司各项管理制度,通过制度落实推动工作落实。

      突出源头治理,进一步抓好廉政风险防控管理。对照《若干规定》、《实施办法》和岗位职责,结合实际重新梳理领导班子成员岗位职责风险,制定切实可行的防控措施。根据关键岗位职权目录,建立权力运行流程图,提出权力运行的监督措施。继续深化三个体系建设,积极开展廉政风险信息化防控建设。积极探索“三重一大”决策、财务管理、工程建设招投标管理、合同履约监管、材料采购等重点领域的科技防控措施。完善考核评估机制,推进防控循环机制的落实,有效降低廉政风险。

      强化监督检查,进一步促进企业和谐稳定。按照党风廉政建设责任制要求,通过半年检查、年终考核等方式,对各级领导人员廉洁从业情况进行检查,对“三重一大”决策制度执行进行督查,对违规决策或因决策失误给企业造成损失的,根据职责权限追究责任。进一步规范效能监察程序,通过项目监察推进企业管理上水平。强化对工程建设管理的监督检查,推进 “阳光工程”建设。按照上级要求继续深入推进工程建设领域突出问题等专项治理工作。按照市国资委部署进一步规范集团公司公务用车和领导人员职务消费,确保廉洁自律规定落实到位。认真受理纪监内来信来访,加强与审计等部门的沟通协调,扩大案源线索。严肃查处违反“三重一大”决策制度和廉洁从业规定等重点案件,为集团公司持续健康发展提供良好环境。

      深化精神文明和企业文化建设,增强科学发展软实力

      深入开展社会主义核心价值体系学习教育,大力倡导富强、民主、文明、和谐,倡导自由、平等、公正、法治,倡导爱国、敬业、诚信、友善,积极培育和践行社会主义核心价值观。扎实推进精神文明建设,打造高速公路服务品牌。组织员工开展发现“身边的文明”活动,深化群众性精神文明创建,深化高水平服务,广泛开展志愿服务,推动学雷锋活动、学习宣传道德模范的常态化。提供优质服务,打造满意高速、温馨高速,创建优良秩序,打造平安高速、和谐高速,营造优美环境,打造人文高速、绿色高速。

      扎实推进企业文化建设,突出日常渗透,抓好行为养成,切实让企业文化理念内化于心、外化于行、固化于制。通过征集制作企业文化漫画、企业文化系列读本,建设企业文化示范区等方式,弘扬企业精神,使企业文化真正成为助推企业发展的内在动力。继续开展工人宣讲活动,通过真人真事的宣讲,真实地反映集团公司广大员工服务人民、敬业奉献的良好作为,争创先进、争当先锋的良好风范。

      深化宣传思想工作,增强科学发展凝聚力

      深入开展形势任务教育,准确清晰地分析集团公司面临的机遇和挑战、形势和任务,增强集团公司发展前景的信心,坚定高速公路事业蒸蒸日上的信心,把信心转化为广大员工干好本职工作、推动企业发展的主动性和自觉性。着力研究解决在各方利益协调、矛盾纠纷化解、突发事件应对和安全维稳中的突出问题,切实增强思想政治工作的针对性,让广大员工干劲十足地工作,心情舒畅地生活。

      进一步加强宣传策划,找准宣传角度、选好宣传载体,加大对集团公司发展成就和社会贡献方面的宣传力度,做好舆论宣传的引导工作。进一步挖掘工作亮点,及时了解收集重点工程、技术攻关、服务保障的信息,取得新闻素材,编发新闻通稿,向社会媒体发放。进一步突出基层,重点宣传一线员工坚守岗位、保障畅通的先进事迹,默默奉献、舍小家为大家的作为,雨雪等极端天气抗洪抢险、除雪铲冰连续奋战的精神。进一步加大典型宣传力度,充分发挥先进典型凝聚人心、鼓舞士气、促进工作的作用。

      深化群团组织建设,增强科学发展向心力

      各级工会组织要不断完善职代会和厂务公开制度,进一步规范民主管理程序,丰富民主管理内容。紧密围绕集团公司中心工作,认真履行职责,深入开展职工之家创建工作,使广大职工得实惠,让集团公司三级服务体系发挥最大效用。不断提高帮扶救助工作的管理水平,努力为职工群众提供一站式服务。继续发挥好职工社团作用,积极参加第九届首都职工文化艺术节和市交通行业第三届文化艺术节,进一步扩大集团公司的影响力。开展第五届“五月的鲜花”群众歌咏比赛、首届健身活动汇展及系列健步走等活动,营造“快乐首发、和谐首发、健康首发”的良好氛围。

      深入开展青年理想信念教育,树立信心,增强使命感。上半年完成集团公司团委换届选举工作。以青年志愿者协会为依托,继续开展志愿服务月活动,参与重点时期交通服务保障。选派青年骨干参加北京市“百万青工 岗位建功”青年技能大赛,促进青年员工业务水平和能力素质的整体提升。组织开展第五届“十佳青年”表彰宣传活动,举办“十佳青年”事迹报告会,凝聚青年力量,激发青春活力,建设一支团结、向上的青年队伍。
