　 县机关工作运行程序

　 第一章　总　则

　 第一条　为切实改进机关工作作风，加强机关效能建设，规范从政行为，提高工作质量和办事效率，进一步优化经济发展环境，根据市委、市政府《关于机关效能建设的若干规定》和上级有关文件精神，特制定机关工作运行程序。

　 第二条　本工作运行程序适用于各党政机关、人大机关、政协机关、审判机关、检察机关、人民团体及垂直管理单位。

　 第三条　各机关要以“三个代表”重要思想和党的十六大、十六届三中全会精神为指导，坚持从严治党、从严治政，紧紧围绕加快发展这个第一要务，进一步加强和完善制度建设，努力形成民主科学的决策目标机制、权责明确的执行责任机制、及时严密的督查落实机制和严格高效的考核奖惩机制，推动全县经济和各项社会事业快速健康协调发展。

　 第二章　工作程序

　 第四条　请示汇报程序。各乡镇、各部门和单位遇有重大问题、重要决策事项、紧急情况或其他需要汇报的事项，应及时向县委、县政府领导请示汇报。请示汇报工作一般应逐级进行，先向分管领导汇报，分管领导提出意见后，再向主要领导汇报。未向县委、县政府分管领导请示汇报的工作一般不直接向县委、县政府主要领导请示汇报，更不得向不分管的其他领导多头请示汇报。如遇重大紧急情况也可以直接向县委、县政府主要领导汇报，但事后要向分管领导说明情况，搞好衔接。各乡镇、各部门和单位汇报工作时，应事先做好准备，研究提出拟办理建议，由县委办公室或县政府办公室审阅后，向分管领导汇报。分管领导对请示汇报的问题，要认真分析研究，对属分工职权之内的，要适时予以答复；对需向县委或县政府主要领导汇报或提交县委或县政府集体研究的，要在认真进行调查研究，提出主导意见后向县委、县政府主要领导汇报，然后按县委、县政府主要领导或集体研究的意见答复。

　 第五条　工作沟通程序。领导之间、上下之间、新老之间、左右之间，要根据需要经常沟通工作。县委、县政府领导成员之间要经常沟通思想、沟通工作，特别是分工相近或相同的领导成员之间更要经常沟通，以达到互通情况、密切配合，做好工作的目的。县委、县政府分管领导与县直部门、单位及乡镇要经常沟通，掌握工作运行情况及遇到的困难和问题，协商解决办法。根据工作需要，相关部门、单位受县委、县政府主要领导或分管领导的委托可以在一定范围内就有关问题进行沟通，特别是在研究制定政策性文件、规定时，应主动与相关部门、单位协商沟通，以确保各项政策相互配套、便于操作。沟通工作可采取电话沟通、书面沟通，也可以当面沟通或召开会议进行沟通等。沟通工作态度要诚恳，沟通者要充分表达自己的想法，被沟通者也要充分发表自己的意见，集思广益。

　 第六条　工作酝酿程序。县委、县政府领导成员对所分管工作，应在认真分析和调查研究的基础上，提出主导性意见。根据工作需要，先与有关的乡镇、部门和单位进行酝酿分析，再与县其他几大班子分管领导进行沟通，最后向县委、县政府主要领导汇报。县委、县政府主要领导可根据工作需要随时与有关领导成员和乡镇、县部门及单位负责同志就相关工作进行酝酿分析。各乡镇、各部门及单位对一些重要工作的决策，要及时与分管领导、相关部门和单位进行酝酿分析。酝酿工作要开诚布公，知无不言，言无不尽，敞开思想，各抒己见，尽量把问题想周全、分析透。

　 第七条　工作协调程序。县委、县政府之间的正常事务协调，由县委办公室、县政府办公室具体负责。县委办公室、县政府办公室应及时沟通情况，随时协调解决工作中遇到的各种问题，重要情况要及时向县委、县政府主要领导和分管领导汇报。县委、县政府领导成员分工的工作当涉及到其他领导成员分管的部门时，应积极主动地与有关分管领导进行沟通酝酿，并全权负责进行协调落实。对涉及面比较大且事关重大的事项，由主管领导负责向县委或县政府主要领导汇报后按程序确定。当一项工作特别是中心工作和重点工作涉及多个部门和几位县委、县政府分管领导的工作分工时，由具体分管这项工作的县领导全权负责，通过召集会议等不同形式组织协调落实，所涉及部门要认真进行请示汇报。其他县委、县政府分管领导不直接接受分管部门关于这项工作的请示与汇报，由具体分管这项工作的县领导负责与有关领导的通气和工作的协调，或提交县委、县政府集体研究决定。遇有重要会议、重要接待和其他重要礼仪活动时，县委、县政府分管领导当一方有特殊情况不能出面时，县委办公室、县政府办公室应及时协调其他分管领导出面，有关领导应主动出面做好工作。当一项工作涉及到多个部门、单位及有关乡镇时，要明确主办方和协办方，主办方要发挥好牵头抓总的作用，主动协调，及时沟通，协办方要密切配合，协调运作，全力完成分担任务。各机关内部要树立一盘棋的整体思想，围绕落实部门职责，科学分工，合理调度，搞好配套联动，共同抓好各项工作的落实。

　 第八条　工作决策程序。县委、县政府各项工作决策必须在充分调查研究、充分分析论证、充分酝酿和沟通协调的基础上经过集体研究后作出科学决策。属县委、县政府领导成员分管范围内的正常工作，由分管领导按工作分工，大胆决定，勇于负责；分管工作中比较重要的问题，要及时向县委或县政府主要领导汇报，然后根据县委或县政府主要领导的意见提交相关会议集体研究决定。对属于县委职责范围内研究决定的事项，或属事关全县经济社会发展的重大问题和其他重要问题，要视情况由县委书记办公会议、县委常委会议、常委与县长联席会议或县委全委会集体研究决定。对属于县政府职责范围内研究决定的事项，根据情况由县政府召开县长办公会议、县政府常务会议或其他会议研究决定。各部门和单位自主决策的事项，事前要进行深入调查研究，广泛征求基层及有关专家的意见，在报请分管领导同意后，由部门和单位领导班子集体研究决定。各部门和单位作出的事关全县发展、稳定和涉及群众利益的重大事项，必须事先报县委、县政府同意，不得擅自决策。凡因盲目决策造成重大损失的，要严格追究主要决策者的责任。

　 第九条　办文程序。对贯彻落实上级重要会议、重要文件精神和上级领导关于沂源工作重要批示的报告，向上级的重要工作报告和请示及重大突发性事件等重要信息，由县委办公室认真把关，县委主要领导签发。经县委常委会议或县委全委会议讨论通过的、内容涉及全县经济社会发展重大问题的重要文件，县委办公室按程序把关后，由县委主要领导签发或由县委主要领导委托其他领导签发。拟以县委或县政府名义发出的公文，由县委办公室或县政府办公室负责审核，视情况报分管领导和主要领导签发；拟以县委、县政府名义联合发出的公文，县委办公室、县政府办公室负责审核，报县委、县政府分管领导签署意见后，由县委、县政府主要领导签发。拟以县委办公室或县政府办公室名义发文的，经办公室审核后，由县委办公室主任或县政府办公室主任签发，属联合发文的，由县委办公室主任签发，需要请县委或县政府分管领导或主要领导签发的，报分管领导或主要领导签发。部门代县委、县政府或两家办公室起草的文稿，经部门主要负责人把关后，转交县委办公室或县政府办公室按程序办理。除县领导直接交办的特殊事项外，各部门不得将公文直送领导个人。各部门自行发文要严格按程序办理，属多个部门联合发文的，应由主办部门牵头，送请各部门主要负责人会签后发文。领导审批公文，对有具体请示事项的，应签署明确意见、姓名和日期。要进一步精简公文，提高公文质量和公文办理效率，努力增强可操作性、针对性和时效性。

　 第十条　办会程序。县委书记办公会、常委会和常委县长联席会，一般由县委书记召集；县政府县长办公会、常务会，一般由县长召集。以上会议，根据工作需要，可通知有关部门、单位主要负责人列席。县委、县政府召开的各类专项工作会议，一般由分管书记或分管县长召集，必要时县委、县政府主要领导参加。各部门、单位拟以县委或县政府名义召开的会议，要提前将会议名称、时间地点、参加人员、会议议题安排等有关事项向县委办公室或县政府办公室写出书面报告，然后按照领导批复意见办理。对于县委、县政府确定召开的会议，县委办公室、县政府办公室和有关部门、单位要认真筹备，按时召开。各乡镇、各部门和单位召开的各类会议，要减少数量，控制规模，严格会议审批。必须召开的会议要本着精简、高效、节约的原则，尽量缩短会议时间，减少会议人员，提高会议实效。县委、县政府领导一般不出席部门、单位召开的会议和举办的活动，确需出席的，应提前报告县委办公室、县政府办公室，由办公室统盘安排。会议决定的重要事项，应整理印发会议纪要，并督促交办落实。

　 第十一条　办事程序。要层层建立岗位目标责任体系，把每一项任务都细化分解，并明确奖惩标准，做到分工具体明晰，责任落实到位，形成主体清晰、责任明确、权责统一的责任执行体系。要推行政务公开。凡群众关心、社会关注的涉及本机关重要工作制度、工作规范、工作程序及决策事项，除按规定需要保密的情况外，都要向社会公开。各机关要在醒目处标明科室的设置，各科室要在醒目处公开其职责、办事依据、办事程序和办事时限等。要实行首问责任制。凡请求和询问的事项属于本人职责范围内的，首问责任人应当严格按照有关规定予以办理；凡请求和询问的事项不属于本人职责范围，但属于本机关职责范围的，首问责任人应负责引导或帮助联系，有关人员不在时，首问责任人应当作好记录进行转达或代为转交材料；凡请求和询问的事项不属于本机关职责范围的，首问责任人也要热情接待，告知应找哪个部门，给予必要的帮助。各机关及其工作人员对管理和服务对象的首次办事请求，应一次性告知所办事项的办理程序、办理依据、应具备的全部条件和注意事项；对手续齐全，符合规定的，应马上办理，不能马上办理的，应说明原因，并限时办理；对符合规定但手续不齐全的，应一次性告知所缺的全部手续和办事程序、办事依据，并可先行办理，再补手续；对不符合条件、无法办理的，应告知其原因及依据。在办理各类事项中，凡法律、法规、规章及其他规范性文件有时限要求的，必须在时限内办结；凡没有时限要求的，应本着简捷快办的原则，经过科学测算后，自行确定合理的时限，并予以公开，严格执行。

　 第十二条　工作督查程序。对县委、县政府各项工作及人大代表议案、政协委员提案办理情况的督查，由县委办公室、县政府办公室牵头，各乡镇、各部门和单位要明确一名副职分管督查工作，并确定一名兼职督查工作人员，建立起纵向到底、横向到边的督查工作网络系统。县委办公室、县政府办公室要对需督查的事项及时立项拟办，起草包括任务要求、承办方、办理时限等内容的督查通知，经分管领导审签后通知承办部门，也可采取会议交办、电话催办、口头或书面汇报、现场调研、实地察看等形式进行督查。各承办乡镇、部门和单位要高度重视，认真研究，明确承办人员，采取切实措施，狠抓工作落实，并按时限将落实情况报告县委、县政府。报告内容要真实、准确、具体、简明，一事一文，经乡镇、县直部门和单位主要领导审签并加盖公章后，由县委办公室、县政府办公室负责整理汇总，分送有关领导阅批。对县委、县政府交办事项落实不力的，由县委督查工作室、县政府督查工作室定期或不定期进行通报，并把督查工作任务完成情况作为年度工作考核的重要依据。各乡镇、各部门和单位也要采取措施，加强对各项工作的督查，并将督查情况如实在机关内部通报。

　 第十三条　接待工作程序。市以上领导来我县视察工作，按照上级有关规定迎送并陪同活动。市直部门、单位负责同志来我县检查指导工作，县直有关部门和单位要及时向县委办公室、县政府办公室报告，按照工作分工对口的原则，由县委、县政府分管领导出面接待，必要时要向县委、县政府主要领导汇报并请县委、县政府主要领导出面接待。县以外客人来我县参观考察、除尘滤布投资考察、洽谈合作的，需县领导会见、接待的，应提前向县委办公室、县政府办公室报告，经县领导同意后，按照对口接待、分工负责的原则做好接待工作。当县委、县政府领导成员及部门的负责同志安排的其它活动与公务接待相冲突时，应按照先外后内、先急后缓、先公务后其它的原则，根据县委办公室、县政府办公室的统一协调，认真做好有关接待工作。

　 第三章　相关制度

　 第十四条　建立学习制度。县六大班子领导要自觉带头坚持各项学习制度，勤于学习、善于学习。每年举办一次理论学习中心组读书会。读书会要结合思想和工作实际，集中学习研讨几个重要问题，或把读书会与现场考察办公结合起来，边学习边解决实际问题。县六大班子领导要坚持集体学习与个人自学相结合。各乡镇、各部门和单位领导班子要坚持和完善各项学习制度，结合各自的业务特点，认真组织好集体学习。要认真学习马列主义、毛泽东思想、邓小平理论和“三个代表”重要思想以及经济、金融、科技、法律等方面知识，努力拓宽知识面，提高综合素质。要善于向实践学习，向群众学习，掌握新知识，积累新经验，增长新本领。要坚持学用结合，努力用邓小平理论和“三个代表”重要思想指导工作实践，不断解放思想，更新观念，提高分析问题、解决问题的能力。

　 第十五条　推行文明规范。机关工作人员要穿戴整齐得体，仪表庄重，举止端庄，精神饱满。在接待来人时要热情周到，落落大方，在接听电话时要态度谦和，语言表达得体，淡吐文雅，通话内容简明扼要。办公室内要保持卫生清洁，办公物品摆放要整齐、有序，保持良好的办公环境和办公秩序。要真诚待人，团结友爱，助人为乐，爱护公物，勤俭节约，维护良好的社会公德。

　 第十六条　严格工作纪律。县委、县政府领导成员离市参加公务活动，要告知县委办公室或县政府办公室；出省参加公务活动，需经县委、县政府主要领导同意；出国考察学习，经县委、县政府主要领导同意后，按规定报上级审批。乡镇、县直部门和单位主要负责人参加会议、出差2天以上，应事前向县委、县政府主要领导请假，乡镇、县直部门和单位副职要向县委、县政府分管领导请假，参会、出差返回后要及时销假。机关工作人员因私事不能正常工作的，必须向单位或科室负责人请假，所在单位要及时指定人员代行其职责。要严格遵守上下班时间规定，工作时间内窗口性岗位要做到岗不离人，其他岗位做到有事不离人，委托事项离岗不离事。坚决杜绝松松垮垮、自由散漫的现象，杜绝迟到、早退、上班时间赶集上店和外出办私事的现象，杜绝上班时间下棋打扑克、上网聊天、玩游戏等现象。

　 第十七条　严守保密纪律。要注意做好工作酝酿、协调、沟通过程中的保密工作，绝不允许把酝酿或沟通的意见向外透漏、散布，更不允许作为领导决定或断章取义、为我所用地打着领导的旗号乱说话、乱办事。特别是在涉及考核考察、民主推荐等重要工作过程中，要认真执行各项保密纪律。未经批准，不得转借、摘抄、复制属于上级秘密和尚未公开或不宜公开的文件资料，或者将这些文件资料带离办公场所，更不得公开发表上述资料或文章。不得对他人泄露尚未公开或不宜公开的重要问题和事项，做到不该说的话坚决不说，不该做的事坚决不做。

　 第十八条　遵守职业道德。机关工作人员要加强道德修养，树立正确的世界观、人生观、价值观和正确的权力观、地位观和金钱观。要依法办事，秉公办事，不感情用事，不滥用职权。要勤俭节约，艰苦创业，严格执行廉政规定，认真落实党风廉政建设责任制，时刻保持自重、自省、自警、自励，廉洁奉公，不谋私利。

　 第十九条　推行挂牌服务、持证上岗。机关工作人员办公桌上应统一放置设有本人照片、姓名及职务的标示牌，在工作时间统一佩戴标有部门名称、本人职位及姓名和贴有本人照片的胸牌；除执行特殊任务外，执法人员应持证统一着装上岗。

　 第二十条　实行“双联”制度。县乡各机关党支部都要联系一个农村基层党支部，每个机关党员都要联系一名农村贫困户。机关党组织的主要任务是摸实情、受教育、谋发展、办实事，机关党员的主要任务是交朋友、知民情、解民忧、帮致富。鼓励和提倡机关工作人员自愿参与联系农村贫困户活动。压滤机滤布厂家机关党组织要经常组织党员干部及其他机关工作人员进村入户，从一点一滴的小事做起，从基层群众关注的热点难点问题抓起，积极为基层排忧解难，进一步转变机关工作作风，密切党群干群关系。

　 第二十一条　推行“五条禁令”。各机关工作人员在为基层服务时，严禁对服务对象的正当要求推诿扯皮，拖着不办，以致超过应办理的时限；严禁接受服务对象的吃请、礼金、有价证券和各种消费娱乐活动；严禁让服务对象报销由个人支付的费用；严禁向服务对象乱收费、乱罚款、乱摊派；严禁插手干预服务对象的商品采购、工程建设招标等正常经济活动。对违反上述五条禁令之一者，无论属单位行为或个人行为，发现一次进行通报批评，发现两次在新闻媒体曝光，属个人行为者，发现三次坚决调离原工作岗位；属单位行为者，对单位主要负责人实行诫勉。

　 第二十二条　实行一票否决制度。否决的条件是：在计划生育、社会治安综合治理、信访、减负、“处法”、环境保护、安全生产工作考核中被一票否决的；领导班子成员有受党纪政纪严重警告以上处分或刑事处罚的；乡镇完不成年度地方财政收入和工资不能正常发放的；各县部门完不成年度预算外资金收入的；在行风评议中得分低于80分的；完不成招商引资任务的。被否决的部门在年度工作考核中不能被评为先进单位，领导班子不能被评为优秀班子，部门党政主要负责人和分管负责人不能被评为优秀等次。

　 第四章　监督与奖惩

　 第二十三条　加强党内监督。监督对象是党的各级领导机关和党员干部，特别是领导班子主要负责人。监督内容重点是遵守党的章程和其他党内法规，履行上级政策、执行任务的情况；依法行政的情况；贯彻民主集中制的情况；密切联系群众，实现、维护、发展人民群众根本利益的情况；廉洁自律和抓党风廉政建设的情况等。主要通过集体领导和分工负责、重要情况通报和报告、述职述廉、民主生活会、谈话和诫勉等制度实施监督。

　 第二十四条　强化外部监督。各机关要按照行政诉讼法及有关法律规定，接受司法监督。要自觉接受监察、审计等部门的专项监督，对发现的问题要认真进行查处和整改，并向县委、县政府报告。要自觉接受群众和舆论监督，重视新闻媒体报道和反映的工作中的问题。各机关也要认真抓好本机关的监督工作，加大查处力度。

　 第二十五条　严格奖惩。全县每年开展一次民主评议行风活动，对年度评议得分名列前茅的，根据综合评价及平时工作情况，授予“沂源县行风建设十佳单位”称号。得分列后3位且低于80 分的单位党政主要负责人，进行诫免谈话、黄牌警告。连续两年被评为最差部门的，其主要负责人应提出辞职，并按干部管理权限办理免职手续。对垂直管理部门，及时向其上级部门通报评议情况，提出处理建议。各机关都要按照《国家公务员暂行条例》规定，建立科学的、量化的、可操作性强的奖惩制度，对工作不力、群众不满意的干部要进行批评教育，亮黄牌警告，限期整改，整改效果不明显的，要待岗学习，造成后果的，要追究责任直至采取相应的组织措施。

　 第五章　附　则

　 第二十六条　县委、县政府分管领导可参照本工作运行程序制定分管口、分管部门具体的工作运行机制及其规范。

　 第二十七条　本工作运行程序由县委办公室、县政府办公室负责解释并组织实施。

　 第二十八条　本工作运行程序自发布之日起施行。
