　 新星小学校园足球活动实施方案

　根据《中共中央国务院关于加强青少年体育增强青少年体质的意见》和《关于开展全国亿万学生阳光体育运动的决定》，依据全国及北海市青少年校园足球活动实施方案要求，为了大力推动我校校园足球活动的开展，进一步提升学校特色文化，创建校园足球特色学校，全面提高广大学生的体质和体能，培养拼博意识、团队精神、创新精神，促进学生全面发展。经学校班子研究，特制定本实施方案。

　一、指导思想：

　以贯彻落实党的教育方针，办好人民满意的教育为宗旨。以科学发展观为指导，以《全国青少年校园足球活动实施方案》为依据，以增强学生体质，丰富学校体育活动，营造校园足球氛围，提升学校特色文化，培养青少年拼博进取、团结协作的精神为出发点和落脚点。通过校园足球活动开展，大力普及足球知识和技能，使足球运动成为青少年终身受益的活动方式，从而呈现“以体强身，提高健康水平；以体辅德，提高道德素养；以体增智，提高文化素质；以体益美，提高审美能力；以体促教，提高教学品味”的特色办学模式，以一育促诸育，全面推进素质教育工作的发展，培养全面发展，特长突出的青少年足球后备人才。

　二、工作方针：

　坚持学校领导班子成员全员参与，教导处，政教处、总务处、大队部、共青团及各年级组等部门通力合作。学校每位领导及教师都要高度重视，积极参与，充分发挥学校现有的资源优势，学校将积极投入人力、物力、财力，完善管理考评奖励机制，为开展校园足球特色实验活动创选必要条件，共同为校园足球活动的开展提供保障。

　三、成立机构，明确职责

　（一）成立校园足球活动工作领导小组

　组 长：（校长）

　副组长：（副校长）

　 （副校长）

　成 员：班主任、体育老师、科任教师。

　领导小组下设办公室，办公室主任。

　（二）职责分工：学校各分管年级领导、教导处、总务处、政教处、少先队大队部、工会、各年级科组等要密切配合，互相协调，共同做好校园足球工作的组织和活动开展。

　1、校长：负责校园足球活动开展总体工作规划和组织立项“校园足球特色课题”研究申报工作。（邹英协助）

　2、主任：负责与各级学生校园足球活动领导小组对接协调，负责组织校内各年级足球活动及竞赛。对各年级开展校园足球活动工作进行年度考核和评估，负责校际每学期校园比赛（包括校际之间联赛规程编制和竞赛组织选调裁判、成绩发布、运动员名册和训练教师名册登记、活动过程资料收集及校园足球活动开展安全教育与管理）、（科任教师）

　3、大队辅导员：负责开展校园足球活动宣传动员，召开动员大会，发动报名参与，编印宣传资料，出版校园足球活动宣传栏、指导制作绘画书法、收集校园足球文化相关资料、宣传报道。负责督促各年级利用体育课、课外活动时间和节假日组织学生开展各种形式的校园足球活动和比赛；负责参赛运动员的学籍及注册管理；负责制定校园足球教学大纲和教材。（科任教师）

　4、总务处：负责学校校园足球活动的配套经费，编制好每学期校园足球活动经费预算，列入每学期学校教育经费预算，编制开展校园足球活动工作绩效考核奖励机制及奖励经费标准，配备完善开展活动相关器材。

　四、实施步聚

　（一）3月份成立海城区高德小学校园足球活动工作领导小组，召开领导小组成员会议，制订校园足球活动实施方案，学校创建足球特色项目规划和立项申报省级“校园足球特色教育”实验课题。

　（二）3月中旬，召开全校校园足球活动动员布置会，组织学校领导、学校足球教练学习青少年校园足球相关文件，组建成立班级校园足球工作领导小组和足球队。

　（三）3月底邀请市体育局足球专家到校指导培训裁判员、教练员。

　（四）4月上旬，全面启动校园足球训练活动。

　（五）5月份开展2012年春季学期学生校园足球班际竞赛。

　（六）6月份开展2012年春季学期学生校园足球（李老师）片校际竞赛。

　五、校园足球活动的具体内容

　（一）网络建设

　建立校园足球活动网页，介绍我校开展校园足球活动情况，宣传学校校园足球活动的具体做法，同时，通过国旗下讲话、宣传橱窗、版报、书画作品，召开家长会等介绍足球的相关知识和技巧，引导更多的学生关注意足球，参与校园足球活动。

　（二）营造浓厚的校园足球文化氛围。

　将足球的基本动作和技能分解成具有娱乐性和趣味性的足球娱乐游戏项目，渗透体育教学内容，让学生在娱乐中健身，在健身中掌握足球基本技能和技巧。开展校园足球艺术展演，足球知识竞赛，足球绘画作品展，校园足球活动板报评比等营造浓厚的校园文化氛围。

　以足球运动为主题，充分发挥学生的想象力和调动学生的创造性，开展丰富多彩的足球趣味活动和足球交流活动，营造浓厚的校园足球活动氛围。

　（三）校园足球活动具体内容

　1、学校校内足球活动课时由教导处统筹安排落实。

　2、学校成立三至六年级班际足球队（男女队），以班级为单位共38个（男女队）其中三年级（男女队）各5个，四年级（男女队）各5个，五年级（男女队）各5个，六年级（男女队）各4个；成立校际代表队8个。其中三年级组（男女队）各1个，四年级组（男女队）各1个，五年级组（男女队）各1个，六年级组（男女队）各1个。学校组织班级，年级开展校园足球活动，以交流、磋商技术、鼓励推动学生广泛参与校园足球活动为主，不注重名次和比赛成绩。

　3、组建校园足球队参加城区和市级校园足球各年龄梯队联赛。

　六、校园足球比赛

　1、校园足球活动比赛分为小学三年级组（7人制），四年级组（7人制），五年级组（7人制），六年级组（7人制）。各班级足球队员由该班主任、科任教师动员选拔组成。学校三至六年级代表队由负责校园足球队的领导及教练从各年级足球队员筛选组成。

　2、校园足球活动时间安排：从2012年3月开始至2017年，利用5年时间，坚持每年进行两次班级际比赛，进行一次高德片学校校际间竞赛活动，每月举行以班为单位的校园足球联赛，充分利用体育课和大课间时间引导学生广泛参与，逐步形成校园足球传统活动。

　3、对参加足球活动或竞赛的学生进行县一级以上医院的体检，有健康证明报告。

　七、开展校园足球活动具体要求

　（一）设立由主管体育工作副校长牵头的足球活动管理机构，制订具体工作计划。

　（二）完善和改进开展足球活动的场地条件，建立健全相应配套设施。

　（三）经常组织担任足球训练的教师及教练员参加各级培训。

　（四）调整体育课，加大足球教学在教学内容中的比例，保证在校学生每周有2小时以上足球活动时间，确保全校不小于50%的学生参加校园足球活动。

　五、组织开展校内班级间和年级间足球比赛和活动。由分管领导与教导处安排落实。

　八、参加校园足球活动级数量

　1、班级队：

　三年级5个班，每班男女队员各10人，四年级5个班，每班男女队员各10人，五年级5个班，每班男女队员各10人，六年级4个班，每班男女队员各10人。

　2、学校代表队：三年级（男女队）各15人，四年级（男女队）各15人，五年级（男女队）各15人，六年级（男女队）各15人。

　九、活动经费

　（一）经费来源

　1、学校按国家下拨人均公用经费总数5%，比例资金配套开展校园足球活动。

　2、争取各级体育部门及当地政府拨出资金支持。

　3、争取企业和社会团体的资助。

　（二）经费管理

　1、建立校园足球活动经费使用独立帐目，确保专款专用。

　2、严格执行财务管理制度，公开透明经费收支行为，接受群众监督。

　（三）经费用途

　用于赛事组织，器材和装备购置、教师及教练员和裁判员的培训，场地建设、宣传推广、考核和奖励以及相关工作。

　十、鼓励措施

　（一）鼓励、奖励办法

　1、为鼓励开展创建校园足球特色活动积极性、针对校园足球活动开展状况进行年度鼓励，建立奖励办法，采取挂牌、表彰及适当的物质奖励等多种方式，对于贡献突出的班主任、体育教师和相关人员给予奖励。

　2、对坚持参与校园足球训练的优秀学生在升入高一级学校时，本校将积极向市级优质学校推荐录取就读。

　（二）监督制度

　学校组织的校园足球活动和比赛，由学校校园足球活动领导小组办公室监督，主要以照片、秩序册、运动员名册、成绩册等实物为依据，采取定期检查与不定期抽查的形式监督校园足球活动开展情况。
