中国邮政储蓄个人存款证明书只作为申请人在邮局存有储蓄存款的证明，不能流通，不能质押，不能挂失，不能代替存款凭证作为取款、存款、转账等的凭证;不表示邮局对申请人或第三方负有经济担保责任，不承诺一定为相干第三方所认可。假如你办理出国手续也许用的着，否则也没甚么用途的，需要的时候可以随时办。是有时间性的。

1、办理存款证明时，您需出示如下资料：存款凭证(存单、折)、个人身份证件(居民身份证、临时身份证、户口簿、护照、士兵证、军官证、文职干部证、警官证、军队或武装警-察离休干部荣誉证、军队退休证、文职干部退休证、军事院校学员证、港澳居民往来内地
通行证、台湾居民往来大陆通行证、外国边民出入境通行证以及其
他中国人民银行规定的个人存款实名身份证件等)原件;如委托他人代
办的，应同时出示代办人个人身份证件。
2、填写相关资料：《中国工商银行个人存款证明委托书》(委托人
填写部分)一式两份，各有关栏目必须填写齐全。

1、存款证明种类包括：(1)出具证明前某个时点的存款余额(只证明
昨日及之前余额，不证明当日余额)或某一时期的存款发生额;(2)出具证明时在我行有在以后某个时点前(最长不得超过一年)不可动用的存
款余额。请您根据实际需要申请开立相应的存款证明。
2、对于因出国留学需要办理多份存款证明的，对于相同证明内容的同一存款可以出具多份存款证明，但接受人可以相同，也可以不同。
3、对于证明某一时点或某一时期的存款，在累计不超过存款总额的条件下，可根据客户需求出具部分存款证明。
4、办理每张《个人存款证明》或每笔个人存款提前解除止付业务均收取人民币20元手续费。
