　 中行个人外汇帐户和西联汇款的经验总结

　2005年7月某日，我在 深圳 某支行开了个中行个人外汇帐户。当时用了10RMB就成功注册。欣喜之中期待以后该帐户能起些作用。努力几月，终于有客人答应给我寄样品费用，一次是100USD,一次是55USD,100USD是印度客人，我叫他T/T之前把中行个人外汇帐户给他，怎料他说印度外汇监管严格，外汇流出要层层批准。他说他儿子在USA,几天后他儿子给我邮件。说通过西联汇款给我打来100 USD,我晕，开始在网上狂查西联流程。西联汇款接受人一定是身份证的拼音，无奈邮件回去叫他更改收款人。更改成功后，带上ID card,去农行成功支取出了一张USD100的美金现炒。当时又一阵狂喜，终于自己有USD了。第二次55USD是美国客人，要样品，当时想给他中行个人外汇帐户,无耐在该论坛上很多高人说公对私入不了帐，心想上次一不小心接触西联汇款，发现不错。于是叫美国客人用西联汇款给我汇，收到 通知 后，激动地跑去周围的农行，怎料是周日，农行说不受理外汇业务，星期一再来；又转去旁边的邮政，怎料邮政只能给RMB,不给美金，放弃。第二天，接着去附近的农行，怎料那位MM说不行，我问她Why,她说不行就不行。郁闷。接着继续找农行，这次OKay。心想，刚才那为MM肯定是不懂。有些吃皇粮的人就是这样，自己不懂又不好意思问别人，推这推那。后面遇到的很多吃皇粮的人都是这样。

　　2005年末，又一个挪威客人要样品，我叫他要先付样品费用和快递费用，他说因为费用小，要求我用私人名义给我邮寄，正中下怀，马上把中行个人外汇帐户给他。款额共EUR30,00.某日周4邮件给我水单，等待，直到下周4才入帐。猜想当时是年尾，中国银行业务太多，忙不过来。总共花了将近一周时间。

　　2006年初，一西班牙客人答应给我样品费用，共1k多EURO,不管那么多了，马上把中行个人外汇帐户给他。客人当天TT,我第二天就到了。这次是公对私，客人以捐赠名义。

　　这个月，一USA客人下单了，超过10kUSA,我想。看这次能否再像西班牙客人那样，也马上把中行个人外汇帐户给他。现在钱到中行了，但被卡住，周4一起床，赶紧打开PC, USA客人发来邮件，说按照我的指示，把钱打过来了。心里一阵狂喜，但马上焦急起来，担心钱被银行卡住，又期待银行能解付。（因为有人说只要不超过20K.只要有外汇进，银行照进帐；当时给客人个人外汇帐户时受该老兄影响。）。周5等待一天，查询帐户不超过100次，还是没有到帐。担心的事情终于来了。

　　周5发给客人邮件，叫他把水单弄过来。周六一大早，赶紧打开PC, 没回复。失望 郁闷 焦急（做贸易不是体力上的苦，是身心的箭熬。）周一继续查询帐户不超过100次，还是没有到帐。心里想，上次挪威哪个客人用了1周。这次不会还要一周吧（还是有侥幸心理）。下午，中行phone我，当时一听是中行，心理刷地明白了。她说明天来签个字，把钱退回去。周二一大早，赶紧打开PC，客人的水单来了，马上弄到 MP3 ,到附近的打印部花了RMB2.00.一看注释，是按照我的指示。赶紧拿着水单跑去中行。到中国银行，找到昨天给我Phone的那位JJ,我把水单给她看，跟她解释说，这是客人捐赠给我的。“捐赠，她为什么会捐赠给你？”JJ道。中国的某些人自己吃不到葡萄，也休想叫他们得逞（我想）。“根究国家外汇管理 条例 ，居民可以接受国外捐赠啊？这上面的注释用途写的清清楚楚”，（她看了一眼；估计上面的单词没认识几个。）她说等一下。跑到里面，看她忙前忙后的，心里真是有写悲哀。这些人怎么进来的。等待。花了将近一个小时，终于有一位30多岁的GG,招呼我一下。“我们现在不能给你入帐。你的超过10KUSD,而且是公对私人业务。”“我可这是捐赠啊，根据国家外汇管理 条例 居民可以接受国外捐赠啊”“抱歉，现在外管局管理的紧，你要么叫汇款人更改为私人，要么退回去”“那么私人可以接受多少”“私人可以50K",”不过取的话，超过10K要证明文件的”。

　1　.金额小的而且你和客户关系好的，可以用个人 外币 帐户收,只要客户愿意就可以了，在中行的个人 外币 帐户可以接收海外公司的汇款，但 结汇 和提现是有限制的，要受外管局管制，要注意，国内银行很多个人帐户只能私对私。

　2.　现在很多人都是这样操作了，在香港（英国）成立离岸公司，用离岸公司的名义回国内开设到公司的外币帐户，离岸公司的国内帐户就可以可以接收外汇，提现，转帐， 支票 和收发 信用证 ，因你的是海外离岸公司，国内开设的外币帐户就属于境外帐户了，所以你这帐户不会受外管局管制，你随时可以将帐户里的资金打到国内（或海外）的公司帐户或个人帐户里，自由操作外汇，这样还不会涉及到交纳个人所得税。“这样吧，你叫你那边更改汇款人为私人，我们先保留不退回去，汇款人改为私人的话，明天就能入帐。”看他爱莫能助（我想，）的样子，“那能否把您的名片给我一张，“他找了支笔，写了工作电话给我。”你改好汇款人后可以打我这个电话。我帮忙留意一下“职业病又犯了。

　补充：这位男士广东口音，态度不错，看他30多岁还在这个位置上，估计能力更不用说胆识。不过态度80分。刚才那位JJ也是30多，态度70。我自己认为。（小结：去银行办理事情最好先找 30的男人（态度和经验可以），然后 50的女人（大妈级别的，态度和经验不用说），接着小 MM 态度一般可以，有的瞒漂亮。心情舒畅），接着小 GG/DD（年轻人没耐心），2848的女人（这种人能躲就躲；总觉得自己是白领；弄不好让你碰上那几天）”。“灰溜溜地从中行出来，顺路搭上去外管局的公交。为什么去外管局呢？当时心想看能否跟外汇管理局的人说清楚，把我那压在中行的10K多的USD解付出来。印象中的外管局应该在书城附近，到了书城，谣望周围，都是高楼林立，什么深交所， 金融 大厦；交行；工行；花旗，农行，还有中国人民银行。左看右顾还是没有外管局的影子。当时突然想起市民中心是所有机构的办证大厅，其中包括外管局，（中国人的办事真是高”效率“，能集中所有机构的“业务部门”放在一起，这样，公民办证方便，他们办证费用也来的快；中国人靠办证就可以养活一大批官员；人多吗？谁叫咱们有13个亿）后仔细一想，那里没有私人外汇业务的。问在Working的朋友，帮查一下。答案是在中国人民银行。

　　在中国人民银行？心里总算有底了。但我搞不清楚的是为什么堂堂一坐宏伟的中国人民银行大厦外面只有“中国人民银行”几个大字？两边是“三叉形状的标志”。若是不会上网的又缺乏打听精神的内地朋友来 深圳 找外管局，我敢打堵，没有一年半载是搞不定的。言归正转，迂回来迂回去地找进中国人民银行的入口，正门紧锁，（Why 这时看见有人从那边进去？只好绕道找侧门口。（注释：这是本人身平第一次来到这里）。几乎沿大厦饶了一大圈，才发现旁边的树从下有入口。当时心想，要是胡兄温爷来这里，走侧门习惯吗？当然，他们肯定是做公车，走大门。两旁五彩缤纷的彩条，诸如“欢迎。哈哈，小市民就只能走侧门了！。终于进了大院，门口杂乱地拥挤地停放着许多私家车 公家车。几乎占满了整快地盘。

　踏上这座大厦的阶梯，一抬头就看见外汇管理局的金子招牌。是不是中国现在外汇储备太多了，想搞得低掉点。搞得外汇管理局的金子招牌都只有走进才能看见。来到大厅，以为大厅是象一般商业银行的结算/汇兑等个人和公司业务的。继续跑到四楼，东探探西看看，大部分人都是对着电脑。三三两两地若无表情，我也不知道他们是不是很忙呢？？？来到一间上面写着“外汇检查处”的Office,恰巧一个女士（35左右）出来。“我有一笔超过10K的USD在中行，他们不让放行”。请到楼下大厅。“楼下大厅”我一闷，在我印象中，如前所述，大厅是如一般商业银行的结算/汇兑等个人和公司业务的。因为我高中时在 县城的中国人民银行的大厅就是和一般国有或商业银行的功能一样。只好狼狈地溜到大厅。抬头一看，发现几个人在一为女士前面的排队。上面吊着“公司”，她的左边的一位男士，也是35岁左右。“您好，我有一笔超过10K的USD捐赠髋在中行，他们不让放行，根据国家外汇管理条例也许是我激动地说的大声点，还是周围死一般的沉静。他们都看着我，包括那位女公务员。在绝大部分中国老百姓眼里，像这些吃皇粮的都是惹不起的，虽然现在他们叫做”公务员”。所以该说话十尽量小声，惟恐吓着对方。“不让解付？奇怪了？有证明么。”我把水单给他看，指着上面的注释跟他说“这是对方捐献给我的，根据国家外汇管理条例”。“是公司还是个人？”那位女公务员抢着说，“是公司”；我说，“不行，只能是公司对公司；个人对个人”女公务员嚷道，”可是国家外汇管理条例并没有指明对方是公还是私啊？”“国家外汇管理条例有好多条文，你这样说我们也没 办法 ？”我眼前的男士说道。

　　这笔10K多USD的美国客人的定金还没有搞定。

　决定 今天发邮件给客人更改汇款人为私人。

　总结：

　　西联汇款：优点：速度快！24 小时内，只要告诉对方你的中文名拼音和姓拼音，电话，就可以。在农行取可以拿到美炒，在邮政只能拿到RMB. 缺点：遇到不懂西联的农行工作人员很繁。还有拿到的美炒换人民币算外钞户，比T/T的外汇户少几个Percent!

　　中行个人外汇帐户：优点：客人T/T的钱算外汇户，兑换RMB 高几个Percent. 不用亲自跑去银行（对于小于10KUSD的）；时间23天到。

　　缺点：客人以个人名义：要设法说服客人以个人名义难！限额50K USD以下，可以入帐但解付只能每次 10KUSD,否则没戏。客人以公司名义：客人若以公司名义的话可以汇 10KUSD到个人帐户。

　　其实可以在客人回复说已经电汇过来之后,就追问他把水单扫描一份电邮过来 如果没有传真 ,我一般是说:Thank you
