　尊敬的各位领导、各位代表：

　我是黄沙镇计生站站长，在党委、政府正确领导和同志们的积极配合下， 以“三个代表”重要思想为指针，与时俱进，开拓进取，求真务实,认真履行自己的岗位职责、执行党的方针政策和有关人口计生工作情况汇报如下，望各位领导、和各位代表评议指正。

　我镇有10个行政村，总人口15331人。已婚育龄妇女3245人，一年来我镇人口计生工作在镇党委、政府领导下，在县计生局的直接指导下，认真贯彻落实中共中央《决定》，在稳定低生育水平、统筹解决人口问题上，协调相关单位部门，以利益导向机制为重点，严格执行国家奖励扶助政策，引导群众自觉实行计划生育，从季服务工作入手，实行源头治理，严把求实关，认真做好各项基本情况的的摸底统计，重点做好了后进村的转化工作，坚持依法行政，文明执法，从抓好利益导向机制入手，带动全镇的计划生育工作全面健康发展，起到了明显成效。

　一、领导高度重视。

　我镇党委政府历来高度重视人口计生工作，把计划生育工作放在全镇工作重中之重的位置，坚持党委中心组学习计划生育理论和研究计划生育工作，每月1次，坚持党政领导一把手亲自抓，负总责。镇党委政府主要领导和主管领导对全镇人口计生工作能够做到经常研究部署，及时调度全镇计生工作进展情况，亲自深入到村督促落实，发现问题及时解决。

　二、狠抓计生基层队伍建设。

　为全面提高计生专干、小组长、生殖保健员、药具等计生工作人员的整体素质，在平时工作中，对一些不积极、不称职的专干或小组长及时调换。我镇创建“学习型”队伍，提高计划生育技术服务质量和水平，加速知识更新，更好地推进我镇计划生育优质服务工作，搞好全年培训工作，努力培养了一支思想好、作风硬、会管理、善于做群众工作的高素质、专业化干部队伍，做到了干一行，爱一行，干一行，专一行。确保全镇计生工作上水平。在落实待遇上，除县级现金开支外，对于表现好的、参加工作时间较长的逐步解决养老保险问题，大大提高了他们抓计划生育的积极性，解除了他们的后顾之忧。

　三、严格目标管理，确保人口目标完成

　年初，镇党委、政府与各村都签订《人口与计划生育目标管理责任书》，把任务目标逐级落实到基层，完善对各村责任评估体系,制定了详细的考核办法，加强督导，强化考核，严格奖惩。镇党委、政府主要领导和主管领导对全镇人口计生工作做到了经常研究部署，及时调度进展情况，亲自深入各村督促落实，经常召开人口计生工作镇村两级干部大会，充分体现了镇党委、政府对人口计生工作的高度重视。

　四、大力开展计划生育宣传教育，加强利益导向机制，改变群众生育观念。

　为引导群众有一个正确的婚育舆论导向，今年我镇建立了10个高标准新型生育文化大院和10条婚育婚育新风知识长廊，发放宣传品1万余份，营造出了一个十分浓厚的计划生育氛围。另外，奖励扶助为基点，我们制定了“宣传倡导、责任到人、统计求实、落实到位、定期回访”的工作原则。对已经列入奖励扶助的家庭，我们做到早上报早落实，对即将列入奖励扶助的家庭，我们做到早摸底早统计。通过大量细致的工作，截止目前，我们全镇已有奖励扶助对象17人，办理独生子父母光荣证54份，已全部落实奖金，这一举措，使全镇育龄群众的生育观念有了很大的提高，促使他们自觉地实行计划生育，减少了政策外的生育人数。

　五、搞好后进村转化，提高整体工作水平。

　结合创建“双无”活动，我镇严格实行乡镇主要领导分包后进村、大村、难村责任制，定期将主要领导分包村的班子建设、计生阵地建设、普查服务、问题处理等情况及时向镇主要领导进行汇报，并积极参谋主要领导根据进度情况及时调度村支部书记督促工作的进展，深入一线为这些村解决实际困难和问题。针对村严格制定了落实转化评估和责任追究制度，对凡不能按期转化的，要对党政包村干部、计生站包村干部、支部书记、计生专干等相关责任人一并问责，以确保后进村实现如期转化。

　六、开展季服务工作，免费为育龄妇女查体、治病。积极开展免费孕前健康检查。

　一年四次季服务工作中我镇严格按照县计生局“十二字”工作方针，求真务实地做好了每次季服务工作。我们的具体做法如下：1、党政一把手亲自抓。每次季服务中我镇要求各村的支部书记是第一责任人，计生专职是主要责任人。2、责任追究。对在每次季服务中服务率没有达到95%或在全镇后三名的村，要对村支部书记、村主任和计生专职给予罚款和记过处分，以此来加大责任心，相应的对镇包村干部和计生包村干部也要给予相应的罚款和处分。3、严格实行挂帐销号制度。上站一人服务一人，销号一人，彻底消除政策外生育隐患。在搞季服务的同时扎实有效地开展免费为育龄妇女查体治病，开设了B超、乳腺、妇科等服务项目，对于诊断出的病情能当场处理的出具药方，给予治疗，对于因条件受限诊断不清的推荐到县技术站诊断、治疗。这一举措赢得了广大群众的赞誉。为将底出生缺陷发生风险，提高人口素质，根据国家、省、市、县通知精神，我镇积极开展免费孕前检查，通过宣传已有32对夫妇到县技术站进行了免费孕前健康检查。

　七、发挥会员作用，搞好诚信计生、和谐计生。

　今年我镇大力开展诚信村创建活动和宣传诚信优惠政策，充分调动计生协会会员工作积极性，从根本上实现“多数人做少数人工作”的新型模式。同时会员也受到了相应的优惠政策，充分形成了利益引导、双向承诺、相互守信的诚信计生工作，为以后搞好诚信计生、和谐计生奠定了很好的基础。

　八、坚持依法行政，全面治理性别比偏高和流动人口计划生育管理。

　我们始终坚持文明执法，依法行政，严格再生育审批程序。遵循社会抚养费征收“立案在县、征收在县、管理在县、支付在县”的做法，在治理出生人口性别比偏高的问题上，积极推行“三级两全”包保责任制，把关爱女孩行动落实到实处，要求镇直各部门出台有关关爱女孩的优先优惠政策，成立维权办公室，在全镇范围内的所有药店和有B超机的个体诊所进行了彻底清理，有效地遏制了“两非案件”的发生。
